During a routine inspection

We looked at six support plans and other care records and they all had an assessment of their health and social needs completed. The documentation was up to date and reviewed on a monthly basis.

We spoke with four people who used the service, one relative, and three staff members. People who used the service said: 'The staff are great', 'I am very happy with the service', 'I like the staff, they treat me well' and 'I get an excellent service.'

Staff commented: 'The training is good', 'We have regular team meetings', 'The staff team are good', 'I love my job' and 'Staff support each other well.' All the staff said they got good support from the management team and that they had no concerns about the welfare of the people they supported.

We looked at staff recruitment and found that robust recruitment procedures were in place.

We looked at the medication administration, policy and procedures in place and found these met the needs of the people who used the service.

We saw the quality assurance processes and record keeping undertaken by the service and found that these were generally acceptable however policies and procedures needed to be updated.

In our previous inspection in July 2012 we found that the provider's Safeguarding Policy was inadequate in that it was not aligned with the Local Authority's safeguarding procedures. The provider also told us that they had identified training needs in the protection of vulnerable adults.

During our review we asked for and received copies of the revised Safeguarding Policy and evidence that appropriate training had taken place.

During a routine inspection

When we carried out our unannounced inspection we had the opportunity to speak to three people who invited us into their homes. We were supported in this by the provider and we noted that they explained who we were and that they could refuse to see us which some people chose to do.

All three people told us that they never had a care worker they had not previously been introduced to. One person, who said the personality of the care workers was particularly important to them, told us they had been able to say when someone was unsuitable.

All expressed satisfaction with the way they were cared for or supported. One person said the provider was 'brilliant, ever so good' and there was 'no fault about them at all'. This person also commented that the care workers always 'stick to the care plan'. A second person said the service was 'fine, the best one I've had'.

Another person speaking on behalf of their relative who was cared for told us they had 'never had one day of concern' and that there was a 'good relationship'. They also said, referring to the care worker, 'I know she's read the care plan', 'I know they know how to look after (the client)' and 'I have got confidence in the company'.

All the people we spoke to told us that they usually received their visits on time and that care workers were not rushed and had time to carry out their work.
