During a routine inspection

At our previous inspection in December 2012, we found that the provider was not compliant in three outcomes. We issued compliance actions and the provider wrote to us and told us what they were going to do to acheive compliance. During this visit we looked at the care file for the single person who used the service and spoke to their relative and to staff. We were not able to talk to the person who used the service because they were unable to express themselves verbally. We did speak to their relative who told us 'I always go to the house unannounced and it is always very clean. My son is always well presented. He is very happy living there and the staff are very kind to him'.

Staff provided information to the person who used the service in a way that they could understand. Staff offered the person choice in what food they eat and what activities they could participate in. The relative of the person who used the service told us 'the staff always ask him what he would like to do'. We saw comprehensive support plans in place that had been reviewed appropriately. The support plans included detailed guidance for staff on how to effectively communicate with the person. In order to acheive compliance the provider had put new financial systemsin place. The provider had reviewed the personnel files for all 11 staff and we found these to be accurate with the correct documentation in place. We also saw that the provider had put a supervision and spot check schedule in place.

During a routine inspection

Currently the provider only cares for one person. We reviewed their care records and spoke to a relative. We saw that the person who used the service had expressed their preferred activities that they liked to do and this had been taken into account. A full assessment had been carried out to identify the support the person needed. We saw that the plans were person centered where appropriate and in an easy read format. Risk assessments had been completed appropriately and reviewed in July 2012.

We did have concerns regarding the lack of a robust and transparent process for manageing peoples money. We also found gaps in their recruitment processes and lack of supervision for staff.

We were unable to speak to the person themselves, but spoke to their relative. They told us that their son is happy and always clean shaven and dressed appropriately in clean clothes. They also told us that they had no concerns regarding the staff that cared for her son and knew them very well.
