During a routine inspection

At the time of the inspection Fitzroy Support at Home were providing support to 24 people with learning and physical disabilities. These people lived primarily across four group living settings where they held their own tenancy but shared some amenities such as kitchen and bathing facilities. The inspection assessed the quality and safety of personal care provided by the service. This included supporting people with eating and drinking, washing and dressing and support with their medication.

We spoke with the relatives of five people who used the service, Four told us that the service provided good care. Their comments included; 'staff are always very friendly; 'they are well trained' and 'I can't fault anything at all'. Another person, was generally pleased with their relative's care but expressed some concerns about a lack of continuity of staff and the need for more effective communication.

Staff we spoke with all said they were well supported and were able to discuss any issues or concerns with the management team. We saw that staff were receiving supervision and annual appraisals which considered their training and development needs.

The service had adequate arrangements in place to assess and monitor the quality of the service. Surveys of people who use the service were undertaken each year and annual care reviews provided opportunities for people and their relatives to give feedback about their care and support.

We found however, that the service did not have adequate arrangements in place to make sure staff acted in accordance with legal requirements where people lacked capacity to consent to their care.

There were not suitable arrangements in place to ensure that people received their medication safely.

At the time of our inspection the provider did not have a registered manager in post. However, the manager of the service was in the process of applying to become the registered manager.

During a routine inspection

We carried out this unannounced inspection on 29 January 2013. We spent time at the registered office talking with two managers who supported the inspection as the recently appointed manager was on leave. We looked at care plans, risk assessments, staff recruitment files and quality assurance processes. We spoke with three people who use the service and with two care staff. We heard that people felt that the care and support given by the agency was person centred and met their needs. Comments included '' Care is good and I have no problems. They do exactly what they need to do and the staff are all very good.'' Another person said ''They are always very kind and caring. You could not ask for better.''

We saw that care and support was well planned, with people being involved with deciding how their care should be delivered. Where risks were identified, plans were in place to minimise those risks.

We saw that the service had robust recruitment processes in place. These help to protect people. Staff all have received training in the protection of vulnerable adults and understood what the processes were for reporting any concerns. This also helps to keep people safe.

The agency had developed ways of making sure people had their say, via surveys, care plan reviews and more informal get togethers with other people and care staff. The service reviewed how it works on a regular basis to ensure that they continue to provide quality care and support to people.
