During an inspection in response to concerns

We carried out this inspection in response to concerns that the home had insufficient resources to continue to meet people's needs, and there was uncertainty about the future of the home.

We looked to see that the needs of people living in the home were being met. We found that staff continued to provide a good level of person-centred care and people's safety and welfare were being protected.

We found there were enough skilled and experienced staff to meet people's assessed needs at the time of this inspection.

During an inspection looking at part of the service

We found that people's care was now planned in a personalised way to meet their individual needs and manage risks to their safety.

Appropriate arrangements were in place to act on any safeguarding issues and make sure vulnerable people were protected from harm.

During a routine inspection

People who used the service were cared for by staff who had good understanding of their needs and the care they required. But care planning was not sufficiently developed to meet individuals' assessed needs and take account of all risks to their safety and welfare.

Systems were in place, and staff were trained to safeguard vulnerable people. However, one allegation of suspected abuse had not been acted on to make sure people were protected from harm.

We found there were now secure arrangements for medicines and people received their prescribed medication safely.

Improvements had been made to maintain the environment and carry out necessary repairs in the building.

There were enough skilled and experienced staff to care for people living at the home. Staffing had also been organised to provide interim management cover until a new manager was appointed.

During a routine inspection

In this report the name of a registered manager appears who was not in post and not managing the regulatory activities at this location at the time of the inspection. Their name appears because they were still a Registered Manager on our register at the time.

People who lived at the home had complex needs which meant they were unable to tell us their experiences. We used a number of methods to help us understand their experiences, which included speaking to relatives and carrying out an observation. Throughout our visit we saw people were treated with respect and courtesy.

Relatives told us they were happy with the care provided. One relative told us, 'My mum has been pretty healthy while she's been here, but they are always checking on her, and they get the doctors out straight away if she isn't well. It's a small home so she gets a lot of one on one attention from staff.

There were enough staff available to meet people's needs. One relative said "I think that there are enough to make sure everyone gets the attention they need and are well looked after. Staff are often sitting down talking to people, or doing a group activity when I visit."

There was an effective complaints system available. Relatives we spoke with knew how they could make a complaint if they needed to.

We found that areas of the home had not been adequately maintained.

People were not protected against the risks associated with the unsafe use and management of medicines.

During a routine inspection

We carried out this review as part of the routine schedule. A visit was undertaken as part of the process and this was on 2 February 2012 starting at 09:30 and ending at 17:00.

We spent time with the people living in the service and some of their relatives and we asked them their views about the home. During the visit we also spoke to the manager and the staff. We also spoke to two visiting professionals who were providing support to the residents and advice to the staff on how to deliver the care.

The people living in the service and the visitors we met were very complimentary about the way that the home was managed and the way people were supported. They were, without exception, complimentary about the manager, and the staff.

One visiting relative told us that they had looked at a number of homes before choosing this one for their relative and they had never regretted the choice. They told us they were "very happy with the care' and since admission they felt reassured that their relative had been 'looked after well.'

One person living in Beechwood Hall said that they would 'recommend the service to anyone', as the manager and the service was 'really good, actually excellent.' Another said they thought the staff were "thoughtful" and that the staff were considerate to the relatives of people living in the home.

Two nurses who worked for the NHS were spoken with during the visit. One said they thought the people living in the service were given good choices and were provided with a homely atmosphere which met their needs. The other told us they thought the manager was 'very committed to the home' and the staff knew about the importance of good 'nutrition and fluid intake'. They told us they did not have to 'visit as often as they used to' as they were confident the service would ask for help to support an individual resident if they needed to.
