During a routine inspection

This was an announced inspection that took place on 21 April 2016.

Oakridge Rest Home provides accommodation for up to three older people. There were two people living at the home at the time of our inspection.

There was a registered manager at the service. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

People living at Oakridge Rest Home felt safe and were happy living there. Both the people living there and the staff recommended it as a place to live.

People had the freedom to make their own choices about the care that was provided to them. They were asked for their opinions about how they wanted to be cared for and these were listened to and acted on. People felt they were treated as individuals and that they mattered. Their independence was encouraged and they were able to participate in activities or experiences that they found interesting. This included activities within the local community.

The staff were kind and compassionate and treated people with respect and dignity. They knew the people they cared for well.

Systems were in place to protect people from the risks of harm and to keep them safe. The premises were well maintained and the staff were well trained. They knew how to provide people with safe, high quality care and what to do in an emergency situation.

People had access to plenty of food and drink and had been referred to other healthcare professionals when necessary to support them with their healthcare needs. They also received their medicines when they needed them and there were enough staff to help them when they needed assistance.

The registered manager had promoted a culture where the person was seen as an individual. People and staff felt able to raise concerns without any fear of recrimination. The staff were happy in their job and felt valued by the registered manager. There were effective systems in place to make sure that the care being provided was safe and of good quality.

During a routine inspection

We found that the service kept appropriate records such as care plans in order to ensure they could meet the needs of the three people using the service. The service also kept risk assessments for people, which ensured they were protected from harm. We spoke with three people using the service. One person told us, "It's marvellous. I've enjoyed every minute of being here." Another person we spoke with told us, "I think this place is exceptional." One other person we spoke with told us, "I'm quite happy."

We found that people were cared for in a clean and hygienic environment. The service had ensured that all areas of the home were clean, and this protected people from the spread of infection. The service also had a policy and procedure in place for controlling the spread of infection.

We found that there were enough suitably qualified and experienced staff to meet the needs of the three people using the service. One person we spoke with told us, "The staff seem to have their hearts in it." Another person we spoke with told us, "The staff are marvellous to me. I couldn't wish for anything better."

We found that the service had in place an appropriate complaints policy and procedure. However, we were unable to assess the effectiveness of this system as the service had not received any complaints to date.

We found that the service was keeping appropriate records for people using the service, and these were being kept securely.

During a routine inspection

We spoke to all the people receiving care and accommodation in this service. They told us that they felt respected and involved by staff and that if they had any questions or concerns staff would be willing to address these. They also reported that they were satisfied with the care attention and kindness shown by staff. They confirmed that they were well looked after and that their independence was promoted wherever possible.
