During an inspection looking at part of the service

This visit was carried out to check the provider had complied with the actions we had set following our last visit. In order to do this we inspected some records, checked the first floor fire doors and fire exits and discussed the improvements with the provider, manager and the provider's quality reviewing officers.

We found the provider had complied with the actions we set. Care was planned and delivered in a way that was intended to ensure people's safety and welfare.

Quality monitoring systems were in place.

During a routine inspection

We spoke with four people who used the service and a visiting relative who told us they were happy with the care provided at Fernleaf. Records showed that staff spent time getting to know each person as an individual, planned their care accordingly and with consideration of their individual preferences.

We found that there were insufficient arrangements in place to provide assurances about the quality and safety of the service provided to maintain the health, safety and welfare of the people who used the service. There were not enough checks being made to ensure that the care plans and the management of health and safety issues were being properly addressed to ensure staff delivered high quality and safe care.

We did not visit the service as part of this review. At our last visit people who used the service told us they were happy with the care they received. One person told us, 'The staff are really nice and they look after me very well.'

Another person told us, 'The staff here are very good to me, they have made me feel so much better since I came here.'

Visitors to the home told us that the staff always managed their relative's health care well. One visitor told us, 'Since coming here my relative has received very good care. They always ensure that she has her walking frame so she does not try to walk unaided. All the staff have been so friendly and welcoming, they have time to discuss how she is and always telephone me with updates about her condition.'

Another visitor told us, 'They monitor my relative's health, today she was not well and they have called the doctor to come and see her. I see her care plans regularly and am satisfied with how she is cared for.'

During an inspection in response to concerns

We asked two people who used services if they could express their views, so far as they were able to do so, and if they were involved in making decisions about their care, treatment and support. They told us that they felt able to express their wishes and make their own decisions.
