During an inspection looking at part of the service

Our inspection on 16 September 2013 found that the provider had not always had effective systems in place to regularly assess and monitor the quality of the service provided to people who lived in the home. Opportunities for people, their representatives or the staff to comment and share their views about the service had not been made available. Staff training had not been regularly audited to ensure that training was kept up-to-date. The home's complaints records did not fully identify the actions taken by the provider to address or resolve any concerns or issues that had been raised.

At this inspection, we found that the provider had taken action and implemented procedures to ensure people, their representatives and the staff had a number of ways to share their views and comment on the service the home provided.

We found that the provider had implemented comprehensive training plans that were regularly monitored to ensure the home's staff retained up-to-date and relevant skills to appropriately care for the people they supported.

We found that the home's complaints records had been reviewed to identify how complaints had been addressed and acted on, in accordance with the home's complaints procedure.

In this report, the name of the registered manager appears who was not in post and not managing the regulatory activities in the home at the time of our inspection. Their name appears because they were still registered with us at the time of our inspection.

During a routine inspection

At the time of our inspection, there were 42 people living at the home.

We spoke with ten people who used the service, and one visitor to the home. People we spoke with told us that they were happy with the care and support they received. There were positive comments about the staff and people felt they were supported well. One person told us "they are very kind and helpful and respectful" and another person commented 'the care is absolutely excellent'.

We found that people's care plans were individualised and contained details about their choices and preferences. Risk assessments were in place to identify and minimise risks as far as possible for people who used the service.

All the people we spoke with who used the service told us that they felt safe and that they would know what to do if they had any worries or concerns.

We found that the home had a range of checks and audits in place to monitor the safety of the service, although we found that there were some gaps in the way the quality of the service was monitored.

We found that the home kept accurate records and stored them safely and appropriately, to ensure people's details and information was protected.

During a routine inspection

We talked with eight people who lived in the home, two visitors and eight members of staff including the manager and deputy manager.

People we spoke with were complimentary about the staff and the care they received. They said, 'The girls are marvellous and they can't do enough for you', 'I have nothing to grumble about' and, 'The care they give is very good'. People told us that they could have a bath when they wanted and that they were helped with all their personal care needs.

Visitors told us that staff were friendly and that there was always a, 'Nice atmosphere' in the home.

Overall we saw that people were treated with dignity and respect. Staff were polite and interacted well with people. However on some occasions we saw that staff did not recognise when to respect people's privacy and dignity.

The amount and variety of activities on offer was limited and people said that there wasn't a lot to do. People told us that they could choose where they wanted to spend their time.

People told us that the food was very good and that they were given plenty of choice.

Health care needs were well met. Arrangements were made for people to access appropriate health care professionals such as district nurses and have the correct equipment that met their needs.

Records were not well maintained and there was a lack of clear care planning.

Staff had received up to date training in some areas of care and support. Further training was planned.

During a routine inspection

People who use services said that the staff treated them with respect, listened to them and supported them to raise any concerns they had. They said that they received the health and personal care they needed and that they were comfortable in their home. One person said, 'The staff so kind and they really care about us'. A carer (relative) said, 'We are very pleased that we chose this home because we're confident that the care is excellent and that my aunt is safe and well'.
