During a routine inspection

Residents were very happy with the way they were treated and with the environment in which they lived. People told us, "I love it here." "The rooms are lovely, I like the staff and residents." "I like it here the staff are nice, everything is good."

We found that people were able to express their views and were involved in making decisions about their care and treatment. People were encouraged and supported to be independent. People's needs were assessed and care plans put in place before care was delivered. However we were concerned that care was not always delivered in line with people's care plans which led to some people receiving inappropriate or unsafe care.

Staff were aware of their responsibility to protect people from abuse and the service had policies and procedures in place to minimise the risk of people being abused. We found that staff were suitably trained and supported by the management to deliver safe and appropriate care. The provider had systems in place to monitor and review the quality of care delivered.

During an inspection looking at part of the service

We spoke to nine people who used the service. People who used the service told us that they liked it because they had freedom to go out. One person said 'I like everyone here'. Some of the people we spoke to gave positive feedback about the care they received. One person said 'it is very relaxed here'. Another person said they liked to look after the fish and enjoyed helping with washing the dishes. Another person said the staff worked hard whilst another said staff were 'very helpful'.

Some people could not speak to us due to their medical condition. However, we observed their mood and engagement using a short observational framework for inspection. (SOFI2). We observed five people at the dining table prior to lunch and during lunch. Three out of five people we observed were in a positive mood and were engaged in activities such as colouring, reading and watching television. The other two were sitting and watching what the others were doing.

During a routine inspection

We spoke to several people throughout the course of the site visit and they were all quite happy with the services they received at Kestrel House. They liked the quality of the accommodation and the fact that they were involved in making decisions around their care, activities and how they spend their time in the home. One person told us that the location of the home was perfect as it enabled them to enjoy accessing things that meant a lot to them. People were also complimentary about the manager and staff, and were particularly pleased with the input of the activity coordinator. They told us that staff were always there to support them. People felt that the food was very good and diverse and some really enjoyed eating out in the community. One person told us that good links were maintained with their care coordinator and, was quite pleased about this. People felt able to complain, were settled in the home and some were confident that the home would prepare them for more independent living.
