During a routine inspection

We visited this home on 29 August 2013 and there were 19 people living at the home. During our inspection we spoke with the proprietor, the registered manager, three staff members, six people who live at this home and three relatives.

At our last inspection in January 2013 we had identified concerns in; consent to care and treatment, care and welfare of people who use the service, cleanliness and infection control and the quality assessment of this service. The provider had sent us an action plan detailing how they would work to improve these areas.

At this inspection we reviewed the progress the provider had made in taking action to ensure compliance in the areas of concern or where improvements had been requested. We found that improvements had been made in most of these areas; however we identified concerns in record keeping and quality assurance systems for this service.

We saw that the home was clean and well maintained. Care was provided over four floors with single or double occupancy rooms available. Access to many areas of the home was via stairs and stair lifts were in place to support those with reduce mobility.

People were able to personalise their rooms with their own possessions and could access their rooms whenever they chose. A communal lounge area was the hub of activity in the daytime. Quieter areas were available for people to use if they chose.

Staff treated people in a kind and gentle manner respecting their dignity at all times.

During a routine inspection

Clarendon is a home for older people the majority of whom had memory impairment and or a mental health problem. On the day we visited there were 20 people living at the home. During our inspection we spoke with four staff, the registered manager and three people who use the service.

We spent time in their company in the lounge and dining area observing the support people received. We saw that most staff were friendly and respectful and that they responded to anyone who appeared in need of support. However, not everyone received assistance in a respectful manner for example when they were assisted from the table or in eating their meal.

At our last inspection in February 2012 we identified concerns with medicine records and administration. We made a compliance action asking the provider to take action to ensure that people were received their medicines safely. We also asked for improvements regarding respect and involvement and care and welfare. The provider wrote to us and told us what action they were going to take.

At this visit inspection we reviewed the progress the provider had made in taking action to ensure compliance in the areas of concern or where improvements had been requested. We found that improvements had not been made in the care plans for people. The home did not have an effective system for the prevention and control of infection. However, improvements had been made in medicine administration.

During a routine inspection

Everyone we spoke with was complimentary about the care and support provided. They told us that staff were kind and caring and listened to what people had to say. People said that staff were available if they needed them.

One person told us that they liked to say in their room and said "The girls are always popping in to check if I need anything". We were told "I am happy and comfortable here and I am very lucky to get such good care".

People told us that they could choose what they wanted to do and that they were supported to go out.

Everybody we spoke with said that they enjoyed the meals and that there was always plenty to eat.

People did not have any complaints about the support and care they received, and said that if they needed to talk to anyone there was always someone available.

A relative told us that the home was very supportive of their loved one and said that the care was "Excellent". They were able to tell us how they had the opportunity to visit before making the decision to move in. One person told us how everyone had made them feel welcome when they moved into the home.
