During an inspection looking at part of the service

People who used the service told us that they were looked after well. One person told us, "I have never been so well looked after.' People's needs were assessed and care and treatment was planned and delivered in line with their individual care plan.

Medicines were prescribed and given to people appropriately. We saw that medicine administration records were up to date, with no gaps in recording.

People who used the service, their representatives and staff were asked for their views about their care and treatment and these were acted on. One relative told us, 'They have always responded to everything I mention.' The provider had an effective system to regularly assess and monitor the quality of service that people received.

People's care records were accurate and fit for purpose.The care records had recently been audited by the registered manager to ensure they were accurate. We checked other records relevant to the management of the services and saw that they were accurate and fit for purpose.

During a routine inspection

People's privacy, dignity and independence was respected. We saw bedroom doors were kept closed when people were being assisted with personal care. People told us they could make choices. One person told us, 'We get a choice of food. They ask you what you want the day before, if you don't like it they get you something else.'

People's medication was kept securely, however records relating to medication management were not always accurate or consistently completed. Records relating to people's care needs also contained inaccurate information or were incomplete on occasion.

Staff were knowledgeable about people's needs and appropriate checks were conducted prior to staff starting work. People's care was planned and delivered in order to meet their needs. One person told us, 'They help me, they are very good.'

In this report the name of a registered manager, Marie Foden, appears who was not in post and not managing the regulatory activities at this location at the time of the inspection. Their name appears because they were still a Registered Manager on our register at the time.

During a routine inspection

We visited the home unannounced on Monday 26 March 2012. We involved an expert by experience in our visit. Experts by experience are people with personal experience of services and have been trained in their expert role by voluntary organisations. Information from the expert's report was used in this report.

We spoke with people about how they made choices in their daily life. We were told they were able to choose the clothes they wore, what they had for lunch and what activities they took part in.

People's rooms were personalised with their own things such as furniture, paintings, and ornaments. One person told us they were encouraged to have their room the way they wanted.

People who were cared for in their room, had a variety of items around the room to catch their interest. For example, there were posters on wall within their line of sight. Their favourite music was being played.

People told us that they felt safe and were well cared for by staff.

A relative that visited daily informed us that the staff were very good and quick to react. They told us that when the emergency call bell sounds 'someone from each section goes to answer to make sure there is enough help'.

People told us that they were asked their views about the service. Some people told us they had been asked to complete a survey about the service. We were told they had not been given information on the outcome.
