During a routine inspection

This inspection was carried out on 25 March 2015 and was unannounced. At our last inspection on 11 September 2013, we found the provider was meeting the regulations in relation to outcomes we inspected.

Community Options Limited - 4 Sandford Road is a residential care home which provides support for up to five adults with mental health needs. At the time of our inspection the home was providing care and support to four people.

There was a registered manager in place. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

People using the service said they felt safe and that staff treated them well. Appropriate recruitment checks took place before staff started work. Staff had completed training specific to the needs of people using the service, for example, mental health awareness and the recovery star approach. Safeguarding adult’s procedures were robust and staff understood how to safeguard the people they supported from abuse. The manager demonstrated a clear understanding of the Mental Capacity Act 2005 and the Deprivation of Liberty Safeguards.

People using the service were had been fully involved in planning for their care needs. Risks to people were assessed and care plans and risk assessments provided clear information and guidance for staff on how to support people to meet their needs. People had jobs, attended colleges and gyms and enjoyed visiting the local area. People’s medicines were managed appropriately and people received their medicines as prescribed by health care professionals.

Staff encouraged people to be as independent as possible. There were regular meetings where people were able to talk about things that were important to them and about the things they wanted to do. People were aware of the complaints procedure and said they were confident their complaints would be fully investigated and action taken if necessary.

The provider sought the views of people using the service through annual surveys. The manager recognised the importance of regularly monitoring the quality of the service provided to people. Staff said they enjoyed working at the home and they received good support from the manager. There was a whistle-blowing procedure available and staff said they would use it if they needed to.

During a routine inspection

We spoke to three people who used the service, each of whom told us they were happy living at the home and that they received appropriate support. One person told us "I have no problem being here". Another person told us "I am hoping to move on to my own flat". People told us they thought they had got better since they moved to the service and that having approachable staff to speak with helped them to talk about their problems. People told us they liked having a key-worker who they could talk to. One person told us they felt the home was well structured and that the "staff are really good". People told us they knew how to make a complaint but they had not needed to do so.

We found the provider had made improvements since our last inspection as a policy covering the requirements of the Mental Capacity act (2005) had been implemented. We found people's needs were assessed before they began using the service, and that their care and recovery was planned and regularly reviewed. Staff we spoke with knew about the different types of abuse and how to report concerns. We found there were appropriate numbers of skilled and experienced staff to support people. The provider had a complaints procedure in place which was shared with people, but no formal complaints had been raised.

During a routine inspection

People who used the service told us they were happy living at Community Options Limited - 4 Sandford Road. One person told us the home was "brilliant" and another said it was a "nice house". People told us they felt the staff were good and they provided appropriate support to people. People told us they were encouraged to be independent and some people were working towards administering their own medication. People told us staff supported them with things like cooking and shopping. Staff also helped people with their recovery including having one to one catch ups with people to discuss their progress, and planning work towards people's goals. We heard that some people were attending college and others were hoping to move to more independent living and to get a job.

We found the provider had implemented improvements required at our last inspection including ensuring all staff had attended refresher medication training on an annual basis. We also checked the provider’s consent procedures and found there were no consent policies in place and staff were unsure where consent from people was required. People's care and treatment needs were assessed and planned for, and potential risks were identified and managed to protect people. The provider had suitable arrangements to manage people's medication. Staff were supported through induction, training, supervision and appraisal, and the provider maintained appropriate and legible care and treatment records.

During a routine inspection

People using the service told us that they were very happy living in the home.

Staff were 'really friendly' and people appreciated the fact that the staff were 'honest' with them. People were comfortable talking to staff about any problems and enjoyed the independence that the home encouraged.

Community Options were very supportive and people were able to participate in a range of activities which they liked. People said that they regularly discussed their needs with staff.
