During a routine inspection

We visited the office, met with the registered manager and looked at care records, policies, staff training records and quality monitoring assessments. We visited seven people who used the service who had agreed for us to meet them in their homes. We also met one relative and five staff.

People were full of praise for the staff who came to their homes. One person said, 'They know what they are doing ' reliable, caring and careful'. This person said that staff had always been respectful. One person was pleased that their care worker discussed ideas with them. One person said, 'I find Quay Care more homely than other services I have used, and they have been able to come at times that suit me'.

We found that people's consent was gained before care was provided, and people had signed their reviews to show that they agreed with the assessment. The registered manager had taken appropriate action when people may not have had capacity to make decisions about their own care.

We saw that when people needed support with their medication, this was carried out in a safe and reliable way in line with professional guidance.

We found that staff training and support were very good and that there were systems in place to monitor the quality of the service provided. We found Quay Care to be a reliable and responsive care service.

During a routine inspection

We phoned the afternoon before we visited to make sure there would be somebody in the office. We met with the registered manager and eight staff, looked at care records, staff records and some policies and procedures. We met with seven people who were receiving a service from Quay Care, and spoke with two health and social care professionals who had worked with them.

People who spoke with us said that staff were very good, knew what they were doing and were reliable. 'It's really good' said one person, who had been supported to increase their personal independence. Another said, 'They all make sure that people are alright, without crowding them too much.'

People said they always knew who would be coming to deliver their care and support and that new staff always came with staff they already knew, so that they would not be letting strangers into their house.

Health and social care professionals said that this service had worked very well with people over the long term, and had the knowledge and competence to work with people who had complex needs.

We found that the staff updated risk assessments and care plans so that accurate information and guidance about the care that people needed was available. We found that staff were careful when supporting people to take their medication but it was not always clear whether they had given the medicine according to the intentions of the doctor who prescribed it.
