During a routine inspection

We were unable to gain the views of the majority of people due to their complex needs. We observed how support was provided, reviewed records, spoke with staff, relatives and supporters to help us understand their experiences.

Before people received any care or treatment they were asked for their consent and the provider acted in accordance with their wishes. If people could not tell staff what they wanted, systems were in place to help them do so or other people were involved.

There were clear care plans for staff to follow about how to support people safely and promote their independence.

There were suitable arrangements for the management of medicines.

We found staff were fully aware of the procedure to follow should there be any suspicion of abuse of any kind.

Throughout our inspection we observed good interactions and found people who used the service were relaxed and happy in the care of the staff. One person we spoke with described the staff member looking after them as, 'Friend.'

Staff told us how they would support people to raise concerns if they could not do so themselves. We found people's comments and complaints were acted upon.

In this report the name of a registered manager ( Russell Barlow) appeared who was not in post and not managing regulatory activities at this location at the time of the inspection. Their name appeared because they were still on our register at the time. A new manager (Cherryl Bellamy) had been appointed.

During a routine inspection

We used a number of different methods to help us understand the experiences of people who used the service, because the people who used the service had complex needs which meant they were not able to tell us their experiences.

We saw that when staff helped people they spoke calmly and provided clear information about choices and alternatives available. They were sensitive to people's needs and provided reassurance and guidance when needed.

We saw that people were safeguarded from abuse because staff had received training and there was guidance for staff to follow if they witnessed or became aware of anything.

We saw that staff had received adequate training which helped them to care for the people who used the service and to meet their needs.

During an inspection looking at part of the service

We did not speak with people who use the services regarding these outcome areas. This was because the information we examined as part of this review was all held at the Head Office and not at the location.
