During a routine inspection

We carried out this inspection as part of our schedule of inspections to check on the care and welfare of people using this service. The visit was unannounced, which meant that the registered provider and the staff did not know we were coming.

We spoke with the home manager, two nurses, six care staff, two housekeepers, the cook, 10 people who lived in the home and six relatives. We also spoke with an assessor from local commissioning office and a GP.

An expert by experience took part in this inspection and talked to the people who used the service and their visitors. They looked at what happened in the home and what it was like live there. They took some notes and wrote a report about what they found and details were included in this report.

We looked at people's involvement in the home and their care and welfare were discussed. We looked at the staffing and the administration of medicines. We also reviewed the complaints process in the home.

People we spoke with were very complimentary about the staff and the care they received. One person told us, 'It's marvellous here, I am treated very well'. One relative had sent a thank you card which said, 'Thank you for the care you gave my brother, no one could do better'.

During a check to make sure that the improvements required had been made

At the inspection in August 2012 we identified that a safeguarding incident had not been appropriately dealt with or reported. We issued a compliance action to ensure improvements would be made.

The manager provided us with an action plan outlying the changes to be made to prevent this reoccurring. Staff had received training in 'safeguarding' reporting and procedures and additional support with personalising care plans. The care plan audit system had been made more robust. People who used the service will now be protected from abuse or the risk of abuse.

During a routine inspection

People we spoke with confirmed that their care needs were met in a dignified manner and the staff showed them respect at all times. One person we spoke with told us, "I feel lucky to be here as there is rarely a bed vacant, I am content and very well cared for".

We found that some care records did not clearly identify that the care needs had been met or reviewed appropriately, however people were aware of their care plans and they had signed them on admission.

People we spoke with told us they felt safe in the home and were treated well by the staff. We found evidence of an incident that was not dealt with correctly, which was reported to the local safeguard team by CQC after the visit.

We saw that there were sufficient staff to meet the needs of the people using the service. The staff were supervised and trained to ensure good quality care was delivered.

People we spoke with told us, 'The staff treat me as an individual, I have a nice life here in the home. The staff are friendly and respectful".

We saw evidence that the management of the home seek the views of people that use the service and their relatives.
