During an inspection looking at part of the service

At our last inspection on the 20 March 2013 we identified areas of concern and made two compliance actions. The provider wrote to us and informed us they would reach compliance by the 30 July 2013. This inspection found improvements had been made.

There was one person living at the home. We did not speak with them because we were reviewing systems and processes for safeguarding vulnerable adults and the homes internal quality monitoring procedures. We did meet them briefly along with other members of the provider's family.

We spoke with the provider about safeguarding vulnerable adults from abuse. Whilst they had not undertaken any formal training they were able to demonstrate a good understanding of safeguarding vulnerable adults from abuse. They also knew who and when to report concerns to the appropriate authorities.

The provider was able to demonstrate how they gathered the views of the person living at the home. They were also able to tell us how they found out what they wanted or what they were doing to make sure their service provided good outcomes for the person.

At the time of our inspection on 20 March 2013 the provider was in the process of cancelling their registration with us. However, this was refused due to insufficient evidence that the regulated activity was still being provided.

During an inspection in response to concerns

At the time of our inspection the provider was in the process of cancelling their registration as they stated they were no longer providing a regulated activity ' accommodation for persons who require personal care. We asked if this person would speak to us about their experience but they did not wish to talk to us so we are unable to say what people told us as part of this report.

There was a strong family emphasis as the person lived with the provider and their family. No additional staff were employed at the home. The person was included in every day activities and integrated into the family. The person had their own room and had free use of the communal rooms, the kitchen, lounge and dining room. The person was provided with a family style environment in which they were supported to pursue their interests in and out of the home with support. We spoke at length with the provider who was the main carer. The information they gave us was brief. They did not tell us very much about the views of the person living at the home, how they found out what they wanted or what they were doing to make sure their service provided good outcomes for people.
