During an inspection in response to concerns

We carried out this inspection to check on the care and welfare of people using the service. This was because we had received concerns about the lack of professional care provided to people, some poor care practices, high staff turnover, staff attitudes and insufficient training to keep people safe.

We spoke with people who used the service, relatives, managers and care workers. Most people shared positive experiences of the care and support they or their relative received. Most people described the care as, 'Very good', 'Excellent' and 'Exceptional'. Managers acknowledged that the quality of care provided over recent months had not been at the required level they had always committed to provide. We saw they had taken action to put this right.

Some people told us they had experienced many staff changes, although they felt this had not impacted on their or their relatives care. Most people expressed no concern about the care provided, staff professionalism or competency of care workers. They told us they were always introduced to new care workers who worked alongside more experienced staff.

Care workers told us they received an induction to their work and had received training to keep people safe from harm. They considered they had the knowledge and skills to meet people's assessed needs. We found most staff had received training although not all records were available for inspection. Staff told us they were well supported in their work.

During a routine inspection

People told us that they were very happy with the service. One person told us, 'the care is very good', and 'staff always listen to what I say'. Another person told us that they were normally a very fussy person but that they were 'very pleased with the service' and that the staff "know what they're doing".

People told us that care was delivered in a flexible way that respected their choices. They also told us that the manager was always available to discuss any concerns they might have.

We found that care plans contained details of assessments carried out to establish the level of care each person required. People had been involved in their assessments and had signed them to say they agreed with them.

Care plans included daily routines of support and care for each person. These were very detailed and included a lot of information about people's preferences for the way the service was delivered.

We found that the manager had a good understanding of safeguarding issues and that all the staff had received appropriate safeguarding training to help keep people safe.

We found that the provider kept up to date staff records and that they ensured all the necessary checks were made before any new staff were employed. The provider ensured that the quality of the service was maintained by asking people for their views. They also conducted spot checks on staff while they were delivering care and support.
