How this check was done

We reviewed all the information we hold about this provider, carried out a visit on 08/12/2010, 06/01/2011, 08/12/2011, checked the provider's records, observed how people were being cared for, looked at records of people who use services, reviewed information from people who use the service, talked to staff and talked to people who use services.

Our judgement

The provider does not have systems in place to ensure the Care Quality Commission is notified of any changes to the service.

There was evidence of non compliance against outcome 28 which remains a major concern.
