How this check was done

We reviewed all the information we hold about this provider, carried out a visit on 08/12/2010, 06/01/2011, 08/12/2011, checked the provider's records, observed how people were being cared for, looked at records of people who use services, reviewed information from people who use the service, talked to staff and talked to people who use services.

Our judgement

The provider has not invested sufficiently in the physical environment and in staffing to ensure safe quality care is delivered to people using the service. The provider has disclosed that he is financially constrained.

There was evidence of non compliance against outcome 26 which remains a major concern.

There was evidence in part of the home that some new furniture had been purchased and that some rooms had been redecorated to a good standard. However there were also multiple areas that urgently required redecoration and refurbishment. The provider has not invested sufficiently in the internal and external environment to ensure the comfort and safety for people using the service.

The provider has not invested to ensure that there were appropriate levels of safe staffing, with the necessary skills, training and support to meet the needs of people.

The provider stated that he is financially constrained and has been operating at a loss for a significant period of time
