During a routine inspection

When we visited in January 2013 we judged that the provider was not compliant with the essential standard relating to respecting and involving people, and this had a minor impact on people who use the service. From our visit in May 2013, we found the service had achieved compliance with this standard. People were treated with respect, dignity and compassion, and were supported with their independence. Visitors said their relatives were well looked after. One said, “Staff are friendly, and know people well. People are well presented which is important too.”

People’s care, safety and welfare was monitored and staff provided care that met people’s assessed need. We observed that the staff provided a range of activities for people, and events were arranged with outside entertainers. Health professionals visited regularly and staff described what actions they took if they observed people's health or wellbeing deteriorating.

The service sought people’s views and these were broadly positive. There had been no complaints in the past year and the people and visitors we spoke with were complimentary about the service

During a routine inspection

We were told that there were twenty five people living at Otterbourne Grange. The care home is a large Victorian house that is spread over three floors. The bedrooms are mainly shared and are located on all three floors. We looked around the building and saw that communal areas, bathrooms, toilets and all bedrooms were clean and all but one bedroom was free from unpleasant odours. We noticed that some of the bedrooms rooms had water marks on the walls, that some of the wall paper was coming away. There were chair lifts on the main staircases to the upper floors.

During our visit we spoke with four people who used the service and four members of staff (including the registered manager). We also spoke with a visitor. We spent time observing how staff interacted and supported people. We saw staff treating people in a sensitive, respectful and professional manner.

All the people we spoke with said they were happy. One person said the staff were lovely and very kind, another said they were wonderful. We spoke with a visitor who said they were very happy with the home and felt the staff made a huge effort to look after people. They commented that their relative had fitted in well and enjoyed the music afternoons which were very uplifting.

During a routine inspection

People told us that they liked living at the home and were supported by kind and friendly staff. They said that staff knew how to look after them and that they felt safe. From our observations of care, using our Short Observational Framework for Inspection tool, we found that interactions between staff and residents were good.
