During a routine inspection

We told the provider forty-eight hours before our visit that we were coming. During our visit, we spoke with the provider, acting manager and eight staff. We arranged to visit two people using the service in their homes'. Following our visit, we spoke with two relatives and four people using the service on the telephone.

People received care according to their needs and people were happy with the care they received. One person told us, ' I am very happy, staff are kind and considerate.' However, not all care plans were updated to reflect the care provided. This meant new staff would not have the information to meet peoples care needs.

People told us that they felt safe with the staff that cared for them. We found that the provider had systems in place to respond to allegations of abuse.

The provider did not operate effective recruitment procedures. This meant the provider did not demonstrate that all the relevant checks had been completed to ensure people using the service were protected.

There were systems in place to monitor how the service was run. This meant people using the service were asked their views about the service provided. Where people had made suggestions action had been taken.

It was of concern that the provider had not paid their annual CQC registration fee and that staff were not paid on time. This meant that the as a risk that people may not receive the service they need due to the provider's financial situation.

During a routine inspection

During our visit, we spoke with the area manager, five people using the service, two relatives and five staff. People were cared for in a way that enabled their privacy, dignity and independence to be respected. All five people using the service told us they were happy with the care they had from staff. One person told us, 'They are lovely staff who come to me, very kind'. Another person told us, 'We have a good chat which makes the day less boring'.

Staff spoken with were able to tell us about people's care needs. However, they told us the care plans did not reflect people's current care needs. This meant staff did not have up-to-date information about people to ensure all their care needs were being met.

Systems were not in place to ensure staff were aware of their responsibilities to report concerns so people using the service where protected from harm. This meant staff did not have up to date knowledge to ensure concerns were reported to the appropriate authority.

Training records had not been updated, and training certificates of attendance were not available to give an accurate analyse of training that staff needed. This meant the provider did not have systems in place to ensure that staff had the training and knowledge they needed to meet people's needs.

Systems were not in place to monitor and review the service provided to people.
