We checked that people who use this service

How this check was done

We looked at the personal care or treatment records of people who use the service, carried out a visit on 2 September 2013, observed how people were being cared for and checked how people were cared for at each stage of their treatment and care. We talked with people who use the service, talked with carers and / or family members, talked with staff and reviewed information given to us by the provider.

Our judgement

People were cared for by staff who were properly supported to deliver care and treatment safely and to an appropriate standard.

Reasons for our judgement

People we spoke with did not comment specifically about this outcome. We relied on our observations and discussions with the registered manager and deputy manager to reach our judgement on this outcome.

We were told that no new staff had started working at Fistral House in the last two years. We spoke with three staff regarding the induction process for supporting new staff. An induction is an essential process all staff should undertake when joining an organisation. An induction welcomes new staff to the ethos of an organisation. It ensures staff feel confident and are equipped with the necessary information about the organisation, and enables staff to have a clear understanding of policy and procedures. We were told that at Fistral House new staff worked alongside another experienced member of staff initially so they got to know the people who used the service well. This would be for approximately a week, then they would be monitored for another week, or for as long as they needed till they were confident to work alone with people. The provider might like to note we did not see evidence of Common Induction Standards (CIS) training in use for newly employed staff. The CIS is a national tool used to enable care workers to demonstrate high quality care in a health and social care setting. We did not see any evidence that new staff had read the policies and procedures in use at Fistral House.

We reviewed three staff records, these showed that some supervision of staff had occurred but this had not occurred since June 2013, and staff confirmed this. Supervision is a vital tool used between an employer and an employee to capture working practices. It is an opportunity to discuss on-going training and development. We discussed this with the deputy manager and the registered manager who were aware that supervisions had lapsed recently, but planned to return to a regular pattern of supervisions. The provider might like to note we did not see any records of appraisals in the files we reviewed.

We did not see any evidence of staff meetings held which may be used to disseminate information that may affect working practices. Staff told us they felt supported and could always approach the registered manager or the deputy manager with any concerns or issues they may have.
