During an inspection looking at part of the service

Our previous inspection on 28 May 2013 identified concerns in relation to the cleanliness of the home and about the safety and suitability of the premises. The provider wrote to us and said they would meet the standards of quality and safety by 30 August 2013. This inspection was to follow up to see if the provider had taken action following the two compliance actions set at the last inspection. This inspection found that improvements had been made.

We spoke with three people and one relative, three members of staff and a visiting health professional. The people and relative told us bedrooms were kept clean and tidy and bedding was changed weekly. The visiting health professional told us 'we have never had a problem with this home, the staff are always helpful. We have never noticed it being dirty and we are in nearly every day'.

People were protected from the risk of infection because appropriate guidance had been followed. People who used the service, staff and visitors were protected against the risks of unsafe or unsuitable premises. However, improvements were still required to ensure they were embedded in practice and continued to be sustained in the future.

During an inspection looking at part of the service

This inspection was to follow up to see if the provider had taken action following two warning notices set at the last inspection on 28 May 2013. We told the provider they had to meet the standards of quality and safety by 31 July 2013. This inspection found that improvements had been made. However, improvements were required to ensure they were embedded in practice and being sustained.

We did not speak with people at the home at the time of our inspection as we were looking at the home's systems and processes for quality and safety.

People were protected against the risks associated with medicines because the provider had some arrangements in place to manage medicines safely. The provider had a plan in place to regularly assess and monitor the quality of service that people received.

During a routine inspection

This inspection was planned however; we did follow up on non-compliance from our previous inspection which is laid out in our report. We did not on this occasion speak with people using the service. We did speak with staff and the provider the day of our inspection.

People experienced care, treatment and support that met their needs and protected their rights.

People were not cared for in a clean, hygienic environment.

People were not protected against the risks associated with medicines because the provider did not have appropriate arrangements in place to manage medicines.

People who used the service, staff and visitors were not fully protected against the risks of unsafe or unsuitable premises due to inadequate system for monitoring the safety and security of the premises.

The provider did not have a system to regularly assess and monitor the quality of service that people received.

During a routine inspection

We talked to five people and one visitor who told us they liked the staff that treated them with respect and helped them when needed. They felt able to raise any concerns with staff and go out when they wanted to. All the people we spoke with really enjoyed the food and felt they had plenty of choice. One person told us if they did not like what was on the menu that day they could request something else and it would be provided for them.

People's privacy, dignity and independence were respected. They were protected from the risks of inadequate nutrition and dehydration. The staff involved in food preparation were aware and produced food that facilitated a healthy balanced diet. People were not fully protected against the risks associated with medicines because the provider did not have a system in place for the recording and reporting of medication errors or near misses.

People were cared for, or supported by, suitably qualified, skilled and experienced staff. The provider had some systems in place to identify, assess and manage risks to the health, safety and welfare of people using the service and others. However, they did not have an effective system in place to regularly assess and monitor the quality of service that people received in relation to auditing, identifying and analysing accidents, incidents and near misses.

During a routine inspection

People who use the service were sat in different areas of the home. There were two lounges, one quiet lounge and a dining area where people were sat during our visit. We talked to residents about some of the outcomes we looked at during the inspection visit and people told us that they liked the staff, having their own room where it was private and that they felt safe living at the home.

People we spoke to told us they were well looked after and they enjoyed living at the home. People told us the staff were pretty good and thought they were kind and caring. People said that they did not have any concerns or complaints but would raise these with the staff or the manager if they did.

All the people who use the service we spoke with really enjoyed the food and felt they had plenty of choice. One person told us that if they did not like what was on the menu that day they could request something else and it would be provided for them.

One person told us that they could go to bed when they liked and would always have a 'lie in' in the mornings.
