During an inspection looking at part of the service

This inspection was carried out to check the actions taken by the provider following our previous inspection of the service in September 2013. During the previous inspection we found the service was not compliant with outcome 16; Assessing and monitoring the quality of service provision and outcome 21; Record keeping. At this inspection we found actions had been completed and the service was compliant.

There were three people living in the home. We met two of the people who lived in the home as they returned from their daily activities at a day centre. They told us they had had a good day and had enjoyed activities preparing for Christmas. We met and spoke with the two providers; one of whom was the registered manager. We looked records in regard to people's care and support and the management of the service.

Since the last inspection visit in September 2013 the provider had made changes and put some systems in place to assess the quality of the service provided. Improvements were seen in record keeping; records accurately reflected the care and support people experienced.

During a routine inspection

During this scheduled inspection we checked the actions taken by Meadowcroft following our previous inspection of the service in January 2012. During the previous inspection we found the service was not compliant with outcome 14; Supporting staff, outcome 16; Assessing and monitoring the quality of service provision and outcome 21; Record keeping. During this inspection we found some actions had not been fully completed and the service remained non-compliant in outcomes 16 and 21

There were three people living in the home. At the time of our visit they were all out at their daily activities so we were unable to speak with them. We met with the registered manager who was also one of the two providers of the service. We obtained feedback from a professional from an out of county local authority who funds the support for one person.

Since the last inspection visit in January 2013 improvements have been made to the home to ensure that people remain safe and warm. They had installed a double glazed porch for the front door and replaced the back door. They had also improved the storage arrangements for medicines.

The professional told us that they had found the service met the needs of the person they supported. They had observed that people had 'a good quality of life, had many activities to do and were provided with a homely place to live.' They also added that the person they supported had never voiced any concerns and that their relatives were happy with the home.

During a routine inspection

During our inspection we met and spoke with two of the three people who were resident in the service. We met with the two partners, who provided the service, lived on the premises, and managed and provided support to people. The home did not employ any other staff.

We looked at records relating to the care and support provided to people and we reviewed a sample of records relevant to the management of the service.

The people we spoke with told us that they were supported to make decisions about their lives and how they wanted to live. We observed that the people we met and spoke with were very positive about the support they had and enjoyed living in the home together. We also found that people were very able and confident to speak out about their care and support and were aware that they need help to make safe judgments about their lives.

We found that people received the care and support they needed. However, we had minor concerns about the training attained for the providers.There were moderate concerns about how the providers assessed the quality of the services provided and there were no recorded policy statements or procedures to demonstrate the provider's awareness and the practices in place to protect the safety and wellbeing of people living in the home. Therefore we have made three compliance actions.

During a routine inspection

We met two people of the three people living in the home during our visit. They have been living there for some years. We observed that it was clearly their 'home' and that they felt comfortable with the home owners.

They spoke positively about the support and kindness received. We were told that the home owners would always sort out problems and would always listen and 'know what to do.' They talked about their enjoyment of living in the home.

People had their own daily programmes that were individual to them and appropriate to their needs and preferences. We met them as they arrived home and could see this was a service that promoted a family ethos. People were welcomed, had a cup of tea and then did different things according to their interests and needs.

We saw that each person had their own bedroom and could spend as much or as little time there as they wished. Each room was personal and comfortable.

One person told us "They are doing everything just right here." They told us that they were happy.
