During a routine inspection

There were six people living at The Chimes at the time of our inspection. We observed that people were treated respectfully by staff and took part in activities independently. One person said, "I like doing my puzzle books on my own".

We found that people did not always have regular opportunities to discuss their care.

We found that decisions taken in the best interests of a person had been documented. The impact of one such decision on other people at the home had not been considered.

Care plans contained detailed information about people but poor organisation of files and gaps in information could result in a risk of unsafe or inappropriate care. Records could not be located promptly. People's individual needs were not always met due to a lack of documented assessments. Some needs could not always be attended to promptly because of staff shortages.

People told us that they felt safe. We found that some of the home's procedures to protect people from financial abuse were not always followed.

Care workers told us that they felt well supported by the manager, though regular recorded supervisions had not always taken place and some training had not been completed. Care workers did not feel that the manager was supported by the provider. They said that the manager had "been left in the dark" by the provider. The provider sent us an email on 1 march 2013 stating their intention to close The Chimes in May 2013. We have not received statutory notification of this.

During a routine inspection

When we visited The Chimes, we met everyone who was living there. One person showed us round the house. We visited two people in their rooms. We met with others in the dining room or lounge.

Two people were out at their day opportunities when we arrived, so we met them when they came home in the afternoon. Two people went to the shops during the morning, with support from a staff member. A group of people went for a game of skittles during the afternoon; all who wished to go were supported to do so. One person told us what they do each day, 'I love gardening (three days per week). I've got lots of friends. On Thursday I do cooking, cleaning and go to the bank. I chill out on Fridays.'

'It's nice here, I'm enjoying it', we were told. People told us about visiting relatives, and about outings they had enjoyed. We saw that staff had worked out monthly activity plans with each person and checked the rota, to make sure there would be staff available to support people on outings and appointments.

People said they liked their rooms, and one person told us they had a key to their door. People said they felt safe and were happy at The Chimes, and would tell any of the staff if they were worried.

People told us they had discussions with the manager about things they wanted to do. They also said that staff had called the doctor when they were ill, and knew how to help them when they had health problems and emergencies, 'They are good', said one person. Another said, 'The staff are very helpful. If we have a problem they are always there. We have a very good manager.'

People told us that they could have a bath when it suited them, and that the bathroom was convenient for people who had mobility problems.

One person showed us the laundry, and said that they bring their clothes down to be washed, and staff put them in the machine. They were happy with this arrangement.

We saw that people who were in had a light lunch, as the main meal is served in the evening. 'What's for tea?' I heard being asked in the morning. When the answer was something the person did not like, they agreed with staff what they would have instead.
