During a routine inspection

We visited Barclay House in August 2013 to look at whether the provider had made improvements following inspections in October 2012 and May 2013 where some issues had been highlighted.

During our visit we saw that the provider had put a safeguarding policy and process in place and staff were undergoing training and awareness raising around safeguarding. The manager had implemented a system of supervision and appraisal and there was an on-going programme of training being organised for staff.

The manager had put a system of audits and checks in place and had undertaken a satisfaction survey with people who used the service shortly before our visit. This was under on-going development and was not yet fully operational at the time of our visit. Paperwork and documentation had been reviewed and updated since our last visit and was now stored and disposed of appropriately.

During an inspection looking at part of the service

We visited Barclay House in May 2013 following a visit in October 2012 where compliance actions were identified for supporting workers and quality assurance. Following the inspection in October 2012 the provider submitted action plans documenting the improvements that were to be made. We carried out a full inspection during our visit in May 2013.

We found that the provider had not completed the actions documented in their action plan and further non-compliance was found regarding care planning, safeguarding and records.

During the inspection in May 2013 we found that people felt well cared for and the care observed was of good quality. However, the documentation, record keeping and systems and processes for safeguarding, supporting staff and quality assurance were not to a satisfactory standard.

During a routine inspection

We visited Barclay House and spoke with staff, the manager, people who lived in the home and relatives of people who lived in the home. We also looked at documentation and records.

When we spoke with people who lived in the home they told us that they really liked living at Barclay House and that the care they got was of a high standard. One person told us 'I like living here'. Another told us 'They help me maintain my independence'. We spoke with relatives of a person who lived in the home and they told us 'We are extremely happy with the care here'.

We spoke with staff and looked at records and documentation. There were some issues with the consistency of paperwork for both staff and people who used the service. This posed a low risk to people using the service and the quality and standard of care that was observed and discussed was high. The provider had many informal processes in place and these processes should be more formal and recorded more effectively to ensure that there is evidence of the actions taken.

The provider encouraged a homely feel to the care provided, and people's independence and ability to make choices was encouraged, as well as people being fully involved in planning their care. We saw that the home was maintained to a reasonable standard.

During a routine inspection

People using the service said that they liked living at Barclay House. One person said that they deliberately picked Barclay House to move in to because it was small and they would get the attention they required. Another person said that the owner manager was very friendly and approachable. People like living in the middle of the community with shops and the local church easily accessible.
