During a routine inspection

People who use the service said they were happy with the service they receive. One person who uses the service summed the views of people by saying, 'They make you feel at home. They do what I want. It's about what we want.' Another person said, 'I do a bit for myself and so can be independent and then get help when I want it.'

People who use the service said staff respond promptly when they want support. One person said, 'If you call anytime they are there straightaway.' People also said they receive good support if they have any health problems.

People who use the service were complimentary about the staff and were satisfied with how the care is delivered. They said staff understand how their needs should be met. One person said, 'They're all very nice, very helpful.'

A visitor who visits the home on a regular basis said, 'The quality of care is very good and people are treated very well.'

Staff told us that people receive a good service and the care is centred around what people want. One staff said, 'People are looked after very well. They are given choices. We follow what people want. Staff listen, they talk to people, when you spend time you can see it's good.'

Health and social care professionals provided mixed feedback about the staff team. One agency told us they found all staff members helpful and do as is asked. Another agency told us that sometimes staff are unhelpful and they don't always appear to know what is going on. They thought some call outs could be avoided. Another agency said, 'The staff seem motivated and enthusiastic and generally organised. There have been a number of staff changes recently but the new team seem just as keen to learn and be involved as the previous ones.'

During an inspection in response to concerns

We spoke to three people who live at Rose Bank and they told us they were satisfied living at Rose Bank and felt safe. One person said 'We're well looked after. Most staff are nice, if they are sharp I'd tell them or the deputy manager if I knew I was right. She is good, she listens and always talks to you. I know she deals with things and would sort it out.'

Staff told us people are happy living at Rose Bank and are well cared for. They said systems are in place to make sure people are safe.

We received information from the local safeguarding team that people who live at Rose Bank are not protected by robust safeguarding processes. They were concerned that local safeguarding procedures were not being followed.
