During a routine inspection

We spoke with four people who used the service. We also spoke with one staff and the registered manager.

We looked at care records for five of the people who used the service. We saw that people's medical history had been reviewed regularly to ensure that staff had up to date information. There were also detailed assessments about the person's health and treatment plans. All the staff we spoke with had knowledge of the needs of the people who used the service. One person who used the service told us: 'All of the staff are very friendly and professional'. Another person said: 'They (staff) are so knowledgeable and professional'.

We found that people who used the service were always treated with dignity and respect.

We found that systems were in place to store and manage medicines safely and appropriately.

We found that there were regular audits and quality checks. We also saw that the provider sought feedback from the people who used the service. This ensured that the provider was able to monitor the quality of its service delivery.

During an inspection looking at part of the service

We carried out this inspection as a follow up review of the service to check on areas where we had concerns at our last inspection in October 2012. We had concerns that the provider had not made sure that equipment being used was always sterile and hygienic. This placed the health of people using the service at risk. We saw that regular audits had not taken place. This meant that there was no monitoring of the quality of the care and treatment being provided. We found that improvements had been made for all these concerns.

During this inspection we spoke with three staff and looked at the clinical areas to see how the provider was ensuring appropriate infection control. We found that improvements had been made to ensure that there were appropriate arrangements in place for effective infection control.

We also reviewed the records to see how the provider was monitoring the quality of the service. We found that the provider was carrying out regular audits. This meant that improvements had been made to how the provider was measuring the quality of the service.

During a routine inspection

We spoke with three staff and three people who used the service. People who used the service were happy with the care and treatment they had received. One person said there was, "No cause for complaint" and another person said, "They really look after me".

During our inspection we found that sterile equipment that was being used for treatment was past the expiry date so the effectiveness was compromised. We found that the lack of a regular cleaning schedule meant that the hygiene in clinical areas was not as good as it should have been. This meant that the health of people using the service was being put at risk.

We spoke with staff about the support they had in doing their jobs. While staff were accessing further training, staff told us that they currently do not receive any formal supervision.

The provider regularly sought feedback from people who used the service on their experiences of treatment. The feedback from the people we spoke with who used the service was all positive, one person told us that they, "Wouldn't go anywhere else". However there were no regular audits, so there was no regular assessment and monitoring of the quality of the care and treatment being provided.

The provider always gave information about treatment and explained the options before gaining consent prior to any care or treatment. One person told us that, "They always discuss and give you full information".
