During a routine inspection

We spoke with eight people using the service and eight relatives. We spoke with six members of staff, the manager and an external consultant supporting the provider to improve service delivery. We also looked at five sets of care records for people using the service and looked at seven sets of staff files.

People's privacy, dignity and independence were respected. One person told us, "Staff Let you know at the door if they are coming in". However, the lack of appropriate support plans and risk assessments meant that care was not always planned and delivered in a way that was intended to ensure people's safety and welfare.

Safeguarding procedures were in place so that staff would recognise and report any allegations of abuse and people were protected from the risk of harm.

Appropriate checks were in place before staff commenced work. However, the recruitment process was not effective in ensuring sufficient levels of suitably skilled and experienced staff. One person told us, "The regulars are on time and know the job, the replacement staff could do with more training."

The system in place to identify, assess and manage risks to the health, safety and welfare of people who use the service and others was not robust to be fully effective.

People were not always protected from the risks of unsafe or inappropriate care because accurate and appropriate records were not maintained.

During a routine inspection

We spoke with six people using the service and six relatives. We spoke with seven members of staff, the manager and the service director. We also looked at five sets of care records for people using the service and looked at seven sets of staff records.

We saw that there were inconsistencies in the standard of care that people received. One person that we spoke with told us, " I am happy and don't have any complaints". Another person said, " Staff don't turn up on time so I have to wait for them".

We saw that care was not always person centred and delivered in a manner that promoted people's dignity and respect.

Lack of relevant information about people's care needs meant that people may not always receive care that was safe and appropriate to their needs.

People were not always protected from the risk of abuse because reasonable steps had not been taken to identify the possibility of abuse and prevent abuse from happening. Appropriate checks were not always undertaken before staff began work so that people were cared for by suitable staff.

People were cared for by staff who were supported to deliver care to an appropriate standard.

The provider had a system in place to regularly assess and monitor the quality of service however the lack of analysis meant that learning and improving did not always take place.

During a routine inspection

People using the service were satisfied with the care they received. They told us the carer's were very friendly and helpful. They said they had no complaints at all and were more than satisfied with the service. Comments included: 'I am very happy with my carers and feel very comfortable with them' 'Excellent carers, very professional'.

The management team reviewed each person's care documentation on an annual basis. They spoke to the person and their family to make sure the service provided was of a good standard, and was meeting the needs of the individual.

Comments from relatives included: ' Very happy with the service' ' They are very good at what they do'.

As part of this review we also spoke to other professionals such as social workers who used the services provided by the agency for their clients. They told us:'They assess the needs of the client well and provide a good service'.

People who used the service told us that they felt well supported by friendly, professional staff.

People who used the service told us they felt comfortable with talking to the manager or any member of staff if they felt things could be improved. They all said they were very satisfied with the service provided.
