During a routine inspection

Staff told us that they always sought people's consent and respected their wishes before care was carried out. We spoke with four people using the service and they told us that they gave staff their consent before personal care activities were carried out.

Staff were trained and experienced in delivering care to people. Staff told us that people using the service had risk assessments and individual care plans. Managers from the local authority undertook spot checks whilst staff delivered care to ensure that it was being carried out safely.

People using the service told us that they were satisfied with the care the received. Although one person said that staff can sometimes be late to arrive, another described staff as "marvellous".

There were polices on child protection and safeguarding vulnerable adults in place that included reporting procedures. Most staff had attended training on safeguarding vulnerable adults and knew how to recognise the signs of abuse.

There was a recruitment and selection policy and mostly experienced carers were recruited. Applicants for posts were interviewed and once selected they received an induction to ensure that they understood their role.

All staff records, polices and procedures were kept at the provider's office. There was restricted access to the building which was double-locked and alarmed. All staff records were stored in locked filing cabinets and the keys were kept safe by staff.

During a routine inspection

We did not talk with people on this occasion. Angel Human Resources (Shepherds Bush) is not the direct provider of care for the people using the service in the Hammersmith and Fulham area. It supplies agency staff to providers of social care. Therefore, is does not get direct feedback from the people using the service about the quality of care provided.
