During an inspection looking at part of the service

There were two people using the service at the time of our inspection and while we spoke with them; we will not report what they told us in order to respect their confidentiality. However, their feedback about the care they received was positive.

We found the provider had made required improvements to compliance actions identified at our inspection on 14 November 2013. The provider had acted in accordance with the Mental Capacity Act (2005), in assessing people's capacity to consent to specific decisions about their care, on most occasions. We found appropriate documentation was contained in staff files to demonstrate that employment checks had been undertaken and verified by the provider. Records relating to people's care needs, staff and the management of the service were fit for purpose and kept securely.

During a routine inspection

People that we spoke with told us staff were friendly towards them and provided good care. One person told us 'staff keep an eye on me. They are very good. I get enough to eat and can always ask for more'. Another person told us, 'I'm comfortable and staff are kind'. One relative also told us they regularly visited their relation and were happy with the quality of care provided.

We found the provider did not have procedures in place related to the Mental Capacity Act (2005), and as a result formal mental capacity assessments had not been completed where appropriate. We found that most people using the service had care plans in place, which were discussed and reviewed with them and their relatives. We found people were supported to be able to eat and drink sufficient amounts to meet their nutritional needs. We found that appropriate checks had not been undertaken before staff began work, as the relevant information was not available in staff records at the time of our inspection. In addition, people using the service were not protected against the risks of inappropriate care arising from a lack of adequate information about their needs and the management of the service.

During a routine inspection

There were two people living at the home at the time of our inspection, and the home was run by the Registered Manager on a full time basis and a family member supported her as a part-time carer three days a week. We found that the home took account of people's individual preferences and staff were knowledgeable about the individual need of people using the service. Risk assessments and care plans were up to date. Staff had attended some relevant training and the manager was informally monitoring the quality of the service.
