During a routine inspection

We were only able to speak with some people who used the service; this was because some people living at the home were not able to communicate in a meaningful way. However during our inspection we spoke with three relatives. Relatives we spoke with were happy with the care provided.

Before people received care and treatment they were asked for their consent and the provider acted in accordance with their wishes. On most occasions the appropriate procedure was followed where people were not able to give consent. We spoke with three relatives and they told us that people were always given a choice. One care worker said, 'It is important to offer choice on a daily basis, as their choice today could be different tomorrow.'

Peoples' needs were assessed but care and treatment was not always planned and delivered in line with their individual care plan. People's care and treatment did not reflect relevant research and guidance in dementia care.

People who used the service were protected from the risk of abuse, because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening.

There were effective recruitment and selection processes in place. Before staff commenced employment with the provider, appropriate checks were carried out.

The provider did not have an effective system in place to regularly assess and monitor the quality of service that people received.

During a routine inspection

We found that people who used the service gave consent to their care and treatment. The appropriate procedure was followed where people were not able to give consent. We spoke with two relatives and they told us that people were always given a choice.

We observed people who used the service over lunch and during an activity session. We saw that staff interacted well with people who used the service. Staff were courteous and polite and explained what they were doing.

People who used the service had a care plan which was relevant to their individual needs. People were able to participate in appropriate activities throughout the day.

We saw that people were offered a choice of food. We spoke with two relatives who told us they were happy with the food provided in the home. One relative said, 'There is plenty of food available and snacks and drinks are offered throughout the day.'

The home was clean and systems were in place to reduce the risk and spread of infection. One relative said, 'The home is always clean and there is never any odour.'

We found that there were enough staff to meet people's needs. Staff were knowledgeable about their role and felt that the training they attended was good.

People knew how to complain if they needed to. The complaints procedure was available. Relatives felt that they could approach the manager if they needed to complain. They were confident that the manager would resolve any concerns.
