During a routine inspection

All of the eight people with whom we spoke gave us positive feedback about the care they received. One of them said, 'The staff are really kind people and are very willing to help us all when we need looking after.'

We saw that staff were courteous and polite in the manner. However, we found that more needed to be done both to respect people's needs for privacy and to respond effectively to their individual needs for social activities.

People said or showed us that they received all of the health and personal care they needed. Records confirmed that assistance had been provided in a safe, reliable and responsive way.

Records showed that some of the arrangements used to manage medication were not safe and reliable.

Some people thought that more could be done to make parts of the accommodation more homely. A person said, 'I think some of the hallways and bathrooms are a bit ropy.'

We saw that there were enough care staff on duty to enable people to promptly receive the care they needed.

Records showed that care staff had received relevant training and we noted that staff had the knowledge and skills they needed to care for people in ways that were right for them.

We saw that people could raise concerns and that the provider had a system for investigating and responding to complaints.

During a routine inspection

We were only able to speak with three people during our visit to the home. For those people we were not able to speak with we used the Short Observational Framework for Inspection (SOFI). SOFI is a specific way of observing care to help us understand the experience of people who could not talk with us.

Those people who did speak with us said they liked living at the home, that staff members were nice, polite and did everything people needed them to do. They were not able to comment about whether there were enough staff working at the home. We found that staffing levels had not been properly determined and that there were periods when people did not always receive the care they needed.

They said staff members advised them when they were going to do something. We found this usually happened but that staff members did not always tell people before removing protective garments from them.

The home was adequately maintained, although this was reliant on staff members identifying issues. Records detailing checks of equipment and safety systems had not been maintained properly.

People told us that they would be able to make a complaint if they were not happy, but that they had not needed to do this. The service had a policy and procedure to guide people and visitors in how to make a complaint, although it was out of date and did not provide the correct information.

During an inspection looking at part of the service

We conducted this review of the home to assess progress to address issues of non compliance that had been identified at an earlier review in June 2011. We did not, on this occasion, spend a great deal of time with people who use the service although we did get to talk with some people who live at the home. One person indicated that they were satisfied with the support provided an advised us that they thought that the care they received from staff was, 'Okay'.

During an inspection looking at part of the service

People with whom we spoke said they were treated 'very well'. They also told us that their rooms were clean. They also said they receive their medicines on time, in a way they would like to take it and that the staff 'were very good'.

During an inspection in response to concerns

People made very positive comments about how they were treated and cared for by staff: comments included 'I get spoiled here' and 'We are very well cared for'. One of the people said that they rated the home as 'Four star'.

Those people who we spoke with said that their rooms were cleaned at least once a week and that they had no complaints about cleanliness.

People told us they were happy with the arrangements made by the home for their medication.

People said that they liked where they lived. One person rated the home as being 'Four Star'.

The people we spoke with were unable to tell us their views on the changes that have taken place in the dining room and in one of the sitting rooms. Although they were unable to say what they thought about the changes, they appeared happy sitting together in the sitting room when we spoke with them.
