All Inspections

29 August 2013

During a routine inspection

We observed care given to three people and spoke with one person who used the service. They said: "It's safe living here. Staff help me to visit my brother and my house." We saw staff ask people for their consent before carrying out activities with them. They waited for their agreement before commencing.

We found people's needs were assessed and reviewed regularly. Each person had a care plan designed to support them with their assessed needs. Where risks had been identified a risk assessment had been completed and support guidelines were produced which staff followed. A member of staff said: "The care plans were good as they had clear guidelines to follow when supporting people."

We looked at the environment and found it suitable for the people who used the service. We looked at maintenance and relevant health and safety records and checks. These were current, regularly completed and up to date.

We looked at how staff were supported and found they received regular supervisions and annual appraisals. Training was recorded on a training matrix which showed all training events staff had attended and were booked to attend. A member of staff told us: "I enjoy the training as we are able to put into practice what we have learnt."

The provider told us about their monthly quality audit and shred with us their action plan for improving the records of care and the environment. This showed us the provider had effective systems to monitor the quality of the service they provided.

During a routine inspection

We spoke with one of the four people who were living at the service. We were unable to talk directly to the other three people who use the service but we observed them receiving care and support. We also talked to the three members of staff on duty and the registered manager.

The person we spoke to told us that they wanted to go back to their home but they were "okay here." We found, that with support from an advocate, the person had been supported to be involved in planning their future.

People who use the service were assisted to understand the care and treatment choices available to them. People were offered clear choices and had contributed in the way that care would be provided by use of established communication systems. The care plans provided detailed, personalised information about the care and support they needed and how it should be provided. People who use the service were protected from the risk of abuse. There were regular reviews of health and safety risks and audits.

Staff informed us that they felt well supported by management, could report concerns to the manager and were assured that they were being listened to. Staff were well trained and aware of care plans and risk assessment processes. We found that each individual had a high number of risk assessments and care guidelines which may be difficult for new staff to use.
