During an inspection looking at part of the service

We carried out this inspection to check that areas of non-compliance identified at our last inspection in October 2013 had been addressed. The areas of non-compliance were the recording and administration of medicines; and the keeping of accurate, up to date, accessible and securely stored records by the service.

We found that the necessary improvements to policy and practice in these areas had been carried out.

Medicines were properly stored, recorded and administered, and staff had been given further training in the safe handling of medicines.

Records of people's care had been reviewed and revised. Improvements to the assessment of people's needs had taken place, and people's care was properly planned and recorded. Records were found to be accessible, clear and securely stored.

During a routine inspection

People receiving a service were always asked for their permission, before any care or treatment was given to them. People told us staff treated them with great respect at all times.

People told us they were very happy with the care they were given, and spoke highly of their care workers. They said the staff were 'very caring' and 'do a very good job'. One person told us, 'The staff are great. They ask me what they want me to do, and do it.' Another person told us, 'If I need help, I get it. I just have to lift the phone.'

The arrangements for supporting people in taking their prescribed medicines were not suitable and did not fully protect people from the possibility of errors.

Systems were in place to check the quality of the service being provided. These showed that the service listened to, and responded to, people's views and comments.

Records of people's care and other important records were not always fully up to date, fit for purpose or easily accessed.

During a routine inspection

People told us that the agency fully consulted and involved them about all areas of care needs. A relative of a person using the service told us, 'The staff ask us if anything else needs doing. It's whatever suits us, and we are always asked our opinions'.

People were given information to help them understand the care and treatment options available to them. They and their relatives were fully involved in deciding how their care needs should be met. They were also supported to be as independent as possible and encouraged to be involved in the wider community.

People's needs had been properly assessed and their care had been appropriately planned. We were told that the care was good and that the staff were "good as gold". Care was delivered in ways that respected people's privacy and dignity and ensured their welfare was protected by staff.

The provider had taken appropriate steps to minimise any risks of abuse within the service. Staff had been trained in safeguarding vulnerable people. One close relative told us, 'My mother feels safe when the staff are in ' she loves them. I also feel safe, and I have 140% confidence in the staff'.

Staff had been given the training required by law, and had also been trained in meeting people's individual needs. All staff held National Vocational Qualifications (NVQ) in care. They were being properly supervised.

The provider had an effective system to regularly assess and to monitor the quality of service that people receive.
