During a routine inspection

Before people received any care or treatment they were asked for their consent and staff acted in accordance with their wishes.

We spent time talking with people living at The Anchorage and observing how people's care and welfare needs were met. People were spending their time planning to go out in the local community, doing jigsaw puzzles and spending time in their bedrooms. People did not appear rushed and the home was relaxed and homely. Comments included: 'I like living here. I love colour cabin'; 'Going to a Christmas party' and 'I like Breakaway. We have discos.'

Medicines were safely administered. We saw the medicine records which were appropriately signed by staff when administering a person's medicines.

Staff confirmed that people's needs were met in a timely manner and felt that there were sufficient staffing numbers.

We saw the home's complaints procedure, which was also provided in pictorial format in order to meet people's needs.

During a routine inspection

We met everyone who was living at the home. Four people spoke with us in their private room or in the dining room. People told us about their activities and the meals they liked to eat.

One person said, 'It's a nice place. Everybody likes it here. I've got a lot of friends here ' it's nice to tell them what I've been doing.'

Another said, 'None of the staff here tell you off. Sometimes they tell me to get out of bed if it is a nice day. The staff now are all good ' all of them. The best we have had.'

We saw that people's health and social care needs had been assessed and their choice of activities had been discussed with them and recorded.

We saw that staff had worked with other health and social care professionals to work out good ways of arranging care and support. We looked at the medication system and saw that it was well organised to support people's good health.

We saw that staff were well trained and that there were systems in place to check the quality and safety of the service provided.

During an inspection in response to concerns

People using the service confirmed that they always get regular meals and never go hungry. Their opinion had been surveyed about the food provided in March 2011. The menu was quite varied and should provide adequate nutrition for people. Although neither the fridge or cupboards were very full, people told us that the main shopping day was the Friday, the day after our visit. We were told that additional foods would be bought where necessary.

One person told us about their medical condition and we saw from records that this was not always monitored as it should be to ensure their safety. The manager made arrangements to do this immediately following our visit.

We visited at a time when one person was very distressed and challenging to care workers and other people in the home. We saw that care workers were working hard to meet people's needs but, during the busier times, those who were able to ask for, or demand, attention were the ones who received it over others at the home. However, we found that there was flexibility to support people on a one to one basis for a lot of the time.

People had their medicines administered by care workers but one person told us they wished to do this themselves. We were told this arrangement was being looked into. There were some ways in which the handling of medicines could be improved, which would better ensure the safety of both the people who use the service and the care workers.

The home was generally clean throughout and the two rooms which people showed us were very individual to them.
