During an inspection looking at part of the service

We carried out an inspection of St Anne's Rest Home in September 2013. At that time we found the method for auditing the medication system was not effective and there was no system in place to formally assess the competence of staff to administer medication, when they had completed their training. We made a compliance action, which required the provider to make improvements in this area.

We undertook this inspection to review the provider's compliance with the compliance action made at the last inspection. At this inspection we found that improvements had been made. We found that people were protected against the risks associated with medicines because the provider had appropriate arrangements in place to manage medicines.

During a routine inspection

We found that before people received any care or treatment they were asked for their consent and the provider acted in accordance with their wishes. Where people did not have the capacity to consent the provider acted in accordance with legal requirements.

We found that people's care plans and risk assessment had been reviewed and updated regularly to reflect their changing needs. We spoke to seven people who used the service. They spoke positively about the care and support they received. They told us they were well looked after and liked living at the home. On person told us, 'Things go swimmingly here.'

People were protected from the risks of inadequate nutrition and dehydration. One person said the food was, 'Marvellous.'

There were effective recruitment and selection processes in place and appropriate checks were undertaken before staff began work.

There was an effective complaints system available and comments and complaints people made were responded to appropriately.

We found that the method for auditing the medication system was not effective. This meant that people were not protected against the risks associated with medicines because the provider did not have had appropriate arrangements in place to manage medicines.

During a routine inspection

We found that people's views and experiences were taken into account in the way the service was provided in relation to their care. We spoke with five people who used the service. They told us they were treated with respect and were very happy with the care they received. One person said, "I think this is a good place."

People experienced care, treatment and support that met their needs and protected their rights. One person who used the service said, 'They always ask us what we want."

People who used the service were protected from the risk of abuse, because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening. All of the people we spoke with told us they felt safe in the home and with the staff.

People were cared for by staff who were supported to deliver care and treatment safely and to an appropriate standard. One person said,

"They (the staff) are very good to us." Another person said staff were, "Friendly and helpful."

We found that the provider had an effective system to regularly assess and monitor the quality of service that people received. One person said, 'We tell them what we want.'

We spoke with a number of people who used the service. They told us that they were very satisfied with the care provided at the home. They said the staff were kind and helped them with the things they found difficult. They told us the food was very good with lots of choice.

We spoke with a number of people who used the service. They told us that they were very satisfied with the care provided at the home. They said the staff were kind and helped them with the things they found difficult. They told us the food was very good with lots of choice. They said they particularly enjoyed their Christmas dinner.
