During an inspection looking at part of the service

At a previous inspection in September 2013 we found that the service did not have suitable arrangements in place for obtaining and acting in accordance with the consent of people who use the service.

We asked the provider to send us an action plan as to how they would address these shortfalls, which they did.

We undertook this follow up visit to assess the progress made by the provider. We spoke with the manager, deputy manager, two staff and three people using the service. We also reviewed people's records and looked at further training for staff.

We found from our discussions with staff, people using the service, and a review of records, that the provider had taken appropriate actions to address shortfalls. This included arranging relevant training for staff in regard to understanding mental capacity and deprivation of liberty. Also strengthening systems in place to ensure people's consent was recorded clearly within documentation.

During a routine inspection

We used a number of different methods to help us understand the experiences of people who were using the service as some people had complex needs which meant they were not fully able to tell us their experiences. We spent time observing support and how staff interacted with people. We spoke with staff and the homes care manager. We spoke to people who use the service.

We saw that staff knew people well and had a good understanding of their needs. Care plans and detailed risk assessments were in place and these reflected the needs of people who use the service. There were sufficient numbers of staff on duty with the appropriate skills to meet the needs of people using the service. We examined the systems and processes in place for the safe management of medicines and found these to be effective. We found that there was an effective complaints system available. We found that the provider did not have suitable arrangements in place for obtaining and acting in accordance with the consent of people and that staff had not received the relevant training in relation to the Mental Capacity Act 2005 and Deprivation of Liberty Safeguards.

During a routine inspection

People felt that they were treated correctly and with respect.

People who used the service told us that they were satisfied with the care and support that they received. They told us that they were able to come and go as they wanted and enjoyed going outside the home.

One person said ' I go out now and then for walks, sometimes to the pub'. People told us they had enjoyed trips out organised by the home using the minibus, but this had stopped as the minibus had broken.

People told us that they liked their rooms and that staff helped to keep them clean.

People told us how they shared their views with the staff and owner.

During a routine inspection

We spoke with approximately eight people who lived in the home, although not all of them wanted to engage in the inspection process.

In general those spoken with said they liked living in the home. They enjoyed the food and liked the flexibility of their routines. They said they found staff helpful.
