During a check to make sure that the improvements required had been made

We found that the provider had taken steps to ensure there were sufficient numbers of suitably qualified, skilled and experienced staff employed.

We found that people's needs had been assessed and suitable numbers of staff were rostered to work each day.There was sufficient domestic and catering staff to support care staff.

We found that cover was available in the case of unexpected absences and that staff were suitably trained in order to care for people who used the service.

During an inspection looking at part of the service

We found that the provider had taken steps to ensure people's safety in respect of the risk of fire and other emergencies. A fire evacuation drill had taken place that had involved people who used the service. An up to date fire risk assessment had been implemented and staff had received basic training in fire safety via a distance learning workbook. Fire safety equipment was checked on a regular basis by staff and by a contracted fire safety representative.

During a routine inspection

People who used the service told us they were treated well and liked being at the home. Those we spoke with felt they were involved with their care and were able to make choices in everyday living. People told us:

'The food is nice here',

'It's alright here'.

We observed that people were treated well and with dignity and respect. We found that assessments were carried out and care planned accordingly in most cases, however we found that review of personal risk assessments and care plans were out of date and had not been done for three months.

We found that staff training and supervision took place, however not all staff received frequent regular supervision nor had all staff received core updated training.

We found concerns with fire safety at the home. Fire risk assessments were basic in detail and had not been reviewed. Staff did not receive regular update training in fire safety. There was no evidence of planned and practised fire evacuation procedures having taken place and no evidence of personal emergency evacuation plans (PEEP) for individual people who used the service. There were no contingency plans in place for what to do in the event of failure of amenities or other emergency.

During a routine inspection

People who used the service told us they were treated well and liked being at the home. One person said he had been there a long time and that it felt like his home. They did not feel involved with their care and didn't feel there were many choices they could make in everyday living such as when and what to eat. People told us:

'The food is nice', 'It's alright here, they look after us well'.

They said there was little in the way of activities on a daily basis. One person said;

'I just hang out with my pals and watch television'.

From our observation and from talking to people, we found no evidence of people not being cared for properly, staff knew the people who used the service and their individual needs. We observed people were treated well and with dignity and respect. We found that assessments were carried out and care planned accordingly in most cases, however we did find, in some cases, that there was no revision of risk assessments or written care plans in response to changes identified at monthly review. These changes had not been reflected in the risk assessments or care plans.

During an inspection looking at part of the service

We did not speak to people who use the service for this inspection. We did not need to speak with people who use the service as we carried out this inspection to follow up concerns identified at last inspection with regards to recruitment of staff.

During an inspection looking at part of the service

We visited the provider on 22 February 2012 to check that improvements had been made since the previous inspection. We spoke to service users at the home who told us that generally they were satisfied with the care and treatment give to them. They passed comments such as:

'I am happy here', 'They look after me well', and 'Staff treat me very well'.

We were told that the staff respect their wishes and take notice of what they say. They told us they were treated respectfully.

There were no relatives visiting on the day therefore we were unable to speak to them.

During an inspection looking at part of the service

We visited the provider on 20th September 2011 to check that improvements had been made since the previous inspection. We spoke to service users at the home who told us that generally they were satisfied with the care and treatment give to them. They said that their rooms were clean and tidy.

They passed comments such as:

'I am happy here', 'they look after me well', and 'they treat me well'.

We were told that the staff respect their wishes and take notice of what they say.

Those we spoke to told us that the food was good and that they were generally happy with the meals on offer.

There were no relatives visiting on the day therefore we were unable to speak to them.

During an inspection in response to concerns

The Care Quality Commission (CQC) were told anonymously that there were concerns over the care and welfare of service users due to poor standards of care, hygiene, food and maintenance of premises that could cause harm to services users.

We asked the commissioning Council, dietician and infection control teams but they did not have any relevant information regarding this provider.

We visited the home on 15 June and spoke to people who use the service. There were no relatives visiting that day so we could not speak with family members.

The people we spoke to said that generally they were satisfied with the care given to them. One person we spoke to said "I feel like I am being looked after well here".

People who use the service did comment that there was not much in the way of organised activities or outings for them to be involved in.
