During a check to make sure that the improvements required had been made

We carried out a Desk Based Follow up to review an outstanding compliance action in relation to records. We looked at the action plan submitted by the provider and spoke with the Registered Manager about the progress of the action plan. The Registered Manager told us, "We have a new quality management system covering record keeping and policies. New care plans are in place and we have held meetings with the staff to discuss these as they are more detailed."

We will review record keeping and sustainment of care planning at our next visit to the service. We found that people were protected from the risks of unsafe or inappropriate care and treatment because accurate and appropriate records were maintained.

During a routine inspection

We used a number of different methods to help us understand the experiences of people using the service. This was because the people who used the service had complex needs which meant that not all people were able to tell us their experiences. We spoke with a member of staff and observed their practices to determine how care and support was delivered.

We found people's needs were assessed and care was planned in line with their needs. One person told us, "I am happy here." Person centred care plans were in place, which included pictorial information. People or their relatives had been involved.

People who used the service were protected from the risk of abuse, because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening.

At the time of our visit there were enough qualified, skilled and experienced staff available to meet people's needs. The staff member responded promptly to requests for assistance. One person told us, "The staff are very helpful and kind."

Not all of people's personal records were accurate. Staff records were kept in an appropriate form. All records were securely stored.

During a routine inspection

People told us what it was like to live at this home and described how they were treated by staff and their involvement in making decisions and consent about their care. People told us they had confidence in the service, comments included, "The staff listen but help me do my own thing."

People said they could receive medical and specialist attention when they needed it and were helped to fulfil their social needs within the home and community. People we spoke with said, "I have had some fantastic holidays and have lots more things planned."

People said staff were kind and caring and confirmed they were given the opportunity to comment on the service, change routine or raise complaints.

We saw relationships between staff and people were good and there was a relaxed atmosphere. People told us that staff spoke to them respectfully and they were consulted about their care preferences. We saw good interactions between staff and people during our visit.

We found there were appropriate arrangements in place to assist people with their medication in a safe and suitable manner.

Staff recruitment procedures were followed and appropriate checks were undertaken before staff began work.

There was an effective complaint procedure in place and people were aware of how to make a complaint. People were satisfied staff listened to their views.

During a routine inspection

People told us that they were happy with the care and attention they received at Thornley Leazes. They confirmed that they were given choices in life and that staff supported them to take some risks and be independent.

People confirmed that they could receive medical and specialist attention when they needed it and were helped to fulfil their social needs within the home and community.

People told us that their home was clean, comfortable and warm. They said staff were kind and caring. People confirmed that they were given the opportunity to comment on the service, change routine or raise complaints. They said that their visitors were made to feel welcome and information exchange was good
