Regulator demands improvements at Chippenham care home.

The Care Quality Commission has issued a formal warning to the Royal Mencap Society that it must make urgent improvements to standards of care at a care home in Wiltshire.    

The warning notices were issued after an unannounced visit by inspectors to the society’s care home at Kingsley Road in Chippenham.  The home provides care and accommodation for eight people with a learning disability.   

On the inspection in May, CQC found that the home was failing to comply with government regulations covering the care and welfare of people who use services, cleanliness and infection control, and safety and suitability of premises.

  • People were unable to attend their usual day services or appointments because of a lack of transport.    
  • During maintenance work to the home, people living in the home were moved out but they were not involved in having a say in where they moved to.
  • The home did not have a completed infection control policy and staff had not received updated training in infection control. 
  • In two of the bungalows, inspectors found the window sills, skirting boards, blinds and inside window frames were not clean and there was no system to check the cleanliness of these areas.
  • Although fire safety checks had identified that door safety mechanisms were not working, this had not been rectified.
  • In one bungalow essential repairs had not been carried out after the heating and water system had been replaced. 

Ian Biggs, deputy director of CQC in the South said:

"The law says that these are the standards that everyone should be able to expect.   Providers have a duty to ensure they are compliant and this cannot be allowed to continue.

“This warning sends a clear and public message that Mencap needs to address these issues as a matter of urgency or face serious consequences.

“We note that the provider has said that it will take action. Our inspectors will keep this home under review and if we find that the home has not made the required progress we will consider further action.   We will publish those findings in due course.”

The warning notices find that the Royal Mencap Society is in breach of:

  • Regulation 9, Health and Social Care Act 2008 (Regulated Activities) Regulations 2010 Care and welfare of people who use services
  • Regulation 12, Health and Social Care Act 2008 (Regulated Activities) Regulations 2010 Cleanliness and infection control
  • Regulation 15, Health and Social Care Act 2008 (Regulated Activities) Regulations 2010 Safety and suitability of premises

If the required improvements are not made within a set timescale, CQC has a range of enforcement powers which include restricting the services that a provider can offer, or, in the most serious cases, suspending or cancelling a service. CQC can also issue financial penalty notices and cautions or prosecute the provider for failing to meet essential standards.   Any regulatory decision that CQC takes is open to challenge by a registered person through a variety of internal and external appeal processes.
