During a check to make sure that the improvements required had been made

At the previous inspection on 31 May and 19 June 2013 we found this standard was not met. Whilst there were effective recruitment and selection processes in place there were some shortfalls in relation to gaining a full employment history and two references before staff started work. As a result there was a reasonably foreseeable risk that the lack of appropriate checks, before staff started work, had the potential to place people at risk of their needs being met by unsuitable staff.

After the inspection we received an action plan which detailed how the provider would address the shortfalls. The provider's action plan informed us no new staff would commence employment until all appropriate checks, references and employment history had been gained. They told us they had appointed an administrator who held responsibility to ensure staff personnel files were up to date and advising when all appropriate information had been received for new starters. The provider told us they would undertake regular supervision with the administrator to ensure the appropriate information had been received and undertake regular monthly audits to ensure procedures were followed.

We have seen documentation to show regular supervisions with the administrator have taken place and seen the monthly audit undertaken since our last visit. These showed appropriate procedures were in place and in use to ensure appropriate checks were undertaken before staff began work.

During a routine inspection

People's needs had been assessed and their care and treatment was planned and delivered in line with their individual care plan. People's care plans were regularly reviewed and updated.

People's needs had been assessed before a package of care was provided. This ensured their needs could be met appropriately. An assessment was undertaken which included an assessment of any risks and guidelines were in place for staff to follow. One person told us they were involved in the assessment and care planning process and their views were sought in decisions about their care and were taken into account. They told us the staff treated them well and were kind and respectful towards them and their home.

Staff had the appropriate training and support to give them the knowledge and skills to undertake their roles competently and in a safe manner.

There were effective recruitment and selection processes in place but there were some shortfalls in relation to gaining a full employment history and two references before staff started work. This had the potential to place people at risk.

One person said ''I feel they are well trained...I have a say in the recruitment and who will provide my care and support....they offer me privacy and dignity...I am definitely happy with the care they provide.''

Staff we spoke with felt well supported and told us there was an open door policy, that they could approach the manager at any time if they had any concerns.
