During a routine inspection

This service is a domiciliary care agency. It provides personal care to people living in their own houses and flats in the community. It provides a service to adults. At the time of our inspection it was providing a service to thirty-nine adults.

Not everyone using Broomfield Care Ltd receives regulated activity; CQC only inspects the service being received by people provided with ‘personal care’; help with tasks related to personal hygiene and eating. Where they do we also take into account any wider social care provided.

The inspection took place on the 7 September 2018 and was announced. At our last inspection we rated the service good. At this inspection we found the evidence continued to support the rating of good and there was no evidence or information from our inspection and ongoing monitoring that demonstrated serious risks or concerns. This inspection report is written in a shorter format because our overall rating of the service has not changed since our last inspection.

Why the service continues to be rated ‘Good’.

The service was outstandingly caring and compassionate. The registered manager had empowered staff to be confident when working with health professionals so that they became skilled to support people’s complex needs. This enabled them to go the extra mile to support people at home by preventing unnecessary hospital admissions. There was a strong holistic approach to supporting people to remain at home and to continue receiving care even if their circumstances changed.

Broomfield Care Ltd had a registered manager in post. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are 'registered persons'. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

People were protected from harm and abuse through the knowledge of staff and management. Risks to people's safety were identified, assessed and appropriate action was taken to keep people safe.

People benefitted from a proactive and supportive approach to promoting their independence and enabling them to continue to follow their wish to live in their own homes. People were treated with respect and kindness and their privacy and dignity was upheld.

People were supported by staff who had training and support to maintain their skills and knowledge to meet their needs. People were supported to have maximum choice and control of their lives and staff support them in the least restrictive way possible; the policies and systems in the service supported this practice.

People received personalised care from staff who knew their needs and preferences. People and their relatives were involved in the planning and review of their care and support. There were arrangements in place to respond to concerns or complaints.

Quality assurance systems were in operation with the aim of improving the service in response to people's needs. The management were approachable to people using the service, their representatives and staff.

During a routine inspection

The inspection took place between the 29 January and 4 February 2016 and was announced. This inspection took place on 24 and 26 November 2015 and was announced. Broomfield Care provides personal care to people in their own homes. At the time of our inspection there were twenty people receiving personal care from the service.

Broomfield Care had a registered manager. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

At our previous inspection on 6 February 2014, the service met all the legal requirements assessed at that time.

People were happy with their care and the approach and effectiveness of staff. However, people were at risk of receiving care from unsuitable staff because robust recruitment procedures were not being applied.

Staff and management understood how to protect people from harm and abuse. People and their representatives were involved in the planning and review of their care. People had their ability to consent assessed and their wishes respected. People were satisfied with any support they received to prepare food and drink. Risks to people’s safety were identified, assessed and appropriate action taken. People were consulted for their views on the service and the care they received.

Staff received support to develop knowledge and skills for their role and appreciated this. One staff member told us how they were “really happy” working for Broomfield Care. The management were accessible to people, their representatives and staff. They set out and followed a direction for the service based on a clear set of values.

We found a breach of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. You can see what action we told the provider to take at the back of the full version of the report.

6 February 2014

During a routine inspection

At the time of our visit 21 people were receiving support in the community. The people who used the service told us they were very happy with the manager/staff and the support that they received. We spoke with two people who used the service, two relatives, two staff members, the manager/provider and the business staff. One person told us, "I have used lots of carers and this is the best agency I have ever used, they provide a personal service", "The manager runs a very good ship".

People told us that staff respected their privacy and treated them with respect, as well as being friendly and kind. They told us that they felt able to raise any concerns with the manager or staff and that they would be listened to. People's relatives told us that the agency provided a small personal service, adjusting rotas to accommodate changing needs. They were very happy with the level of care provided and confident that issues or concerns would be dealt with promptly. One person told us that "I can always get hold of somebody and get a sensible answer at short notice".

Staff described working for the agency, " I really enjoy working for the agency, it's a great team and very friendly".
