During an inspection in response to concerns

We undertook a visit to Green Surgery, Manchester, due to information of concern raised in relation to the competency of staff employed. We were accompanied by a Polish interpreter, as the service employed staff who were predominately Polish and provided services for the Polish community.

We gathered evidence to answer two of our key questions:

Is the service safe ?

Is the service well led?

This is a summary of what we found, using evidence obtained via observations, speaking with staff, speaking with people who used the service and looking at records:

We found the clinic had safely and effectively recruited and employed staff. All required pre employment checks had been undertaken. Checks had been made with professional bodies to ensure staff were registered and fit for clinical practice.

Patients were spoke with during the visit were complimentary about the care and treatment they received. Patients said it was very easy to get an appointment to see a GP and Dentist. We were told staff were friendly and that it made a big difference when staff spoke in their own language.

Staff said they were given the opportunity to attend training and to undertake the mandatory continual professional development programmes as required.

We found the service to be well managed, with systems in place for the monitoring of quality and safety.

During a routine inspection

We were accompanied on our inspection by an interpreter. However, due to the type of clinics running on the day of our visit, we were unable to speak with people who used the service. We reviewed some of the feedback comments left by people who used the service in the last three months. Comments included: 'Great approach and fantastic service', 'Very satisfied with the service provided, helpful staff and flexible working hours' and 'I would like to thank [the doctor] for their professional, very warm approach.' All new patients were asked to complete a satisfaction survey. We looked at the results from the last six months and all responses indicated that people were very happy with the service they had received.

Before receiving treatment people were asked to sign a consent form. There were consent forms for different types of treatment. Forms detailed the risks and benefits of each treatment. An initial assessment was completed for each person. Treatment records showed that people's treatment options were explained to people along with the cost of treatment.

The clinic was clean and tidy and had appropriate infection control procedures in place.

Staff received appropriate training but there was not a suitable appraisal system in place. The provider was taking action to address this at the time of our inspection.

A complaints process was in place and details of this process were given to people so they knew how to make a complaint if they wanted to.

During a routine inspection

We spoke with three people who used the service. They told us they had been happy with the service they had received. One person said, 'It's very needed, it's very good'. Another person told us, 'Most important is it's Polish. It's a nice, pleasant, clean environment'.

People told us their treatment options had been clearly explained to them. One person said, 'Everything was explained, they answered all my questions'. They told us that staff were polite and respectful. A person told us, 'They're very nice, I'm very happy'.

People also told us the clinic was in an ideal location. A person said, 'The clinic is easy to access, it's in a good place'.

We found the Green Surgery Manchester provided people with appropriate information and support in relation to their treatment. Treatment was provided in a way that maintained people's privacy and dignity, by competent and appropriately qualified staff. The provider had an effective system to regularly assess, identify and manage risks relating to the health, safety and welfare of people who used the service. The surgery was located in well maintained premises that were suitable for the services it provided.
