During a routine inspection

We spoke with two people who used the service and three other people's representatives to gain their views about the service they or their relative received. People shared mixed experiences of the care and support provided by the agency. Comments included, 'I've been very happy with the service right from the very start. They are really nice people and very accommodating' and, 'Sometimes they don't have time to do what they are supposed to do because they have to get to the next call'.

People who used the service and their representatives told us they were fully involved in the assessment process, planning and reviewing their care. Most of the care plans we looked at provided staff with instructions on how people preferred their care needs to be met.

There were recruitment and selection processes in place. Appropriate checks were undertaken before staff began working unsupervised with the people who used the service. This helped safeguard vulnerable people.

People had experienced significant changes in staffing since our last inspection although they felt changes had not directly impacted on their or their relatives care. The manager acknowledged this had impacted on the continuity of care people sometimes received.

Staff had received some training to keep people safe and to meet their needs. They told us they were supported by the manager and found them approachable.

People were provided with the opportunity to share their views about the service provided by the agency through satisfaction surveys and meetings. However, we found the provider did not have an effective system in place to continuously monitor the quality of the service they were providing.

We spoke with three people who used the service, four staff, the manager and three people's representatives. Everyone we spoke with had very positive experiences of the care and support they or their relative received. Comments included, 'I get really excellent care, they give me everything I need' and 'I'm completely satisfied with the service we get'.

People said their care needs were assessed before they were offered a service. They considered care workers had a good understanding of their or their relatives' individual needs and preferences. Staff were able to share examples of how they promoted people's privacy and dignity.

People said they felt comfortable and safe in staff presence. One person commented, 'The staff are very good with me, I feel safe with them'. Staff knew the procedure to follow to report any concerns that may arise and told us they had received training in safeguarding adults.

Appropriate checks were done before staff began work with vulnerable adults. Staff told us they enjoyed their work and said they were well supported.

The agency ensured that people's views were considered and listened to. People had been provided with information of how to use the complaint process.
