A Forest Gate GP practice previously rated as Requires Improvement in March 2016 has now been rated as Inadequate overall and placed into special measures after a follow-up inspection in December 2016.

Shrewsbury Road Surgery in the London borough of Newham has been rated as Inadequate for being responsive and well-led. It was rated Requires Improvement for being safe and caring and Good for being effective.

Services placed in special measures will be inspected again within six months. If, after re-inspection, the service has failed to make sufficient improvement, and is still rated as inadequate, CQC will take action in line with enforcement procedures to begin the process of preventing the provider from operating the service.

CQC inspectors have said that the practice, which has 13,000 people on its books, must now:

  • Ensure effective arrangements for staff recruitment checks, fire safety training and emergency medicines.
  • Ensure the continued evaluation and improvement of the service.
  • Establish an effective and accessible system for dealing with complaints.

Professor Ursula Gallagher, CQC Deputy Chief Inspector of GP Practices, said:

“The service will be kept under review and if needed could be escalated to urgent enforcement action. Where necessary, another inspection will be conducted within a further six months, and if there is not enough improvement we will move to close the service. Special measures will give people who use the service the reassurance that the care they get should improve."

“I was disappointed about the lack of progress at Shrewsbury Road Surgery. We will be working with partner organisations and the practice to try and make the improvement to patient care required. "

“We did though see some positive aspects of care at Shrewsbury Road. Patients said they were treated with compassion, dignity and respect and they were involved in their care and decisions about their treatment. The practice had good facilities and was well equipped to treat patients and meet their needs.”
