The Care Quality Commission (CQC) has told the provider Mrs Dahiya that she must make urgent improvements at Sailaway Residential Care Home, Bosham, Chichester, West Sussex, or face further enforcement action.

During an unannounced inspection in October, inspectors found that the home in Main Road was failing to provide care which was safe, effective, responsive to people’s needs or well led, although it was rated as Good for being caring. As a result of the inspection, the provider was issued with three warning notices.

Under CQC’s new programme of inspections, all adult social care services are being given a rating to help people choose care. Overall, Sailaway Residential Care Home has been rated as Inadequate.

A full report from the inspection has been published on the CQC website: www.cqc.org.uk/location/1-165458926.

The report identifies a number of areas in which improvements were required, including:

  • Parts of the building were found to be unsafe. An area where building work was taking place was not fenced off, the ceiling of one of the bathrooms was at risk of collapsing and the garden was not secure, meaning people were at risk of harm from fast moving traffic on a nearby road.
  • Recruitment procedures were not adequate as suitable checks of references and previous employment details of some staff members had not been made.
  • Care plans did not contain enough information about people’s nutritional needs and the support people needed to eat and drink. People’s weight was not monitored effectively to ensure their nutritional needs were being met.
  • People were satisfied with the care and support they received. However, inspectors found care planning was not adequate to allow staff to deliver care and support in a personalised way.
  • Systems for monitoring the quality of the service provided were not effective as they had not picked up the concerns CQC identified.

Adrian Hughes, CQC’s Deputy Chief Inspector of Adult Social Care in the south, said:

“Our inspection of Sailaway Residential Care Home has identified a number of worrying concerns which Mrs Dahiya, as the provider of the service, should have spotted and rectified herself. While building work is being undertaken to improve the environment, the people living there have been exposed to risks as a result.”

“We have rated caring as Good, but the way in which staff are recruited and supported to provide a service which is safe, effective, and responsive to people’s needs is not satisfactory. We expect Mrs Dahiya to take urgent action to fix the problems we saw.

“We will follow up on the action we have required the provider to take and will take further action if improvements are not made.”
