Resolve, Bishop Auckland, rated as Outstanding by the Care Quality Commission

The Care Quality Commission has rated the quality of care provided by Resolve, a care home specialising in learning disabilities in Bishop Auckland, County Durham, as Outstanding.

Resolve, which provides care and support to people with learning disabilities and complex needs, is one of the first care services to receive the top rating under CQC’s new approach to inspection.

During an unannounced inspection of the service, run by Resolve (Care Northern) Limited, in November 2014, CQC found that staff had the skills, knowledge and experience they needed to support people effectively.

People were supported to be independent and staff actively encouraged people to challenge themselves through structured activities including work placements in the local community.

The service actively sought out new technology to make sure people remained safe but were able to be as free from restrictions as possible. For example, external doors could only be opened by fingertip scan technology which was deactivated in the event of a fire alarm sounding.

All people living at the home received one to one support and had the opportunity for training, education and personal development. People were supported to enrol on the “John Muir Award Scheme which is a year-long award in Community Conservation delivered by qualified instructors in the local community. In addition, the home also facilitated a diploma level course in “Skills for Employment, Training and Development” that people could study to achieve during their stay.

People living at the service told inspectors that staff understood their needs, listened to them, and made them feel valued. Care plans were detailed, and people were directly involved in making decisions about the support they received. People knew the management team and told us they would feel comfortable raising concerns if they needed to. Staff also told us their managers were approachable.

“We found that Resolve was providing an outstanding service to people it supported and the team there should be extremely proud of the work they do.

“What really struck us about this service was the level of personalised support that people received, from staff who had the right skills and who treated people with great kindness. People told us they liked the staff who supported them, and the home was highly praised by external healthcare professionals.

“People should always be cared for by services that are safe, effective, caring, responsive to their needs, and well led. I’d encourage other providers to read this report, and the others we have published on services we have rated Outstanding, to see what they can learn.”
