Changes to the way we inspect, regulate and monitor services

This consultation covered our plans for the way we would inspect, regulate and monitor health and social care services in England.

It provided initial information on rating services, developing clear standards, introducing Chief Inspectors for each sector and more.

Judgement framework and Enforcement policy

This consultation was on proposed changes to simplify and strengthen our regulatory model.

We received responses from providers, stakeholders, people who use services and CQC staff. Full details of what people said and our responses are in the following document.

Excellence award scheme

This consultation asked for feedback on our plans to define excellence in adult social care services.

We asked for feedback on:

  • our proposed principles for the new excellence award.
  • the definition of excellence developed by Social Care Institute for Excellence.
  • key aspects of the assessment process.

Registration fees scheme

This consultation asked for feedback on our plans to launch a single fee scheme for all care providers (including those that will be new to registration).

We consulted on these plans between late 2010 and early 2011.

Equality and human rights guidance

We joined together with the Equality and Human Rights Commission (EHRC) to create guidance for inspectors and assessors.

The guidance was created with the help of our Voices for Equality and Human Rights group, and helped to ensure robust scrutiny of human rights issues within our essential standards of quality and care.

This consultation closed on 12 November 2010.

Revised enforcement document

This consultation detailed the changes we proposed to our enforcement policy regarding warning notice arrangements and possible regulatory responses. Our basic approach and principles remained unchanged from our original policy.

The consultation closed on 1 September 2010.

Interim registration fees for providers of adult social care and independent health care

This consultation looked at the proposed fees scheme for independent health care and adult social care providers registered under the Health and Social Care Act 2008 from 1 October 2010.

The consultation also set out the arrangements from 1 April to 30 September 2010 for:

  • continuing charges for registrations.
  • variations and annual fees under the existing schemes.

This consultation closed on 16 June 2010.

Assessments of quality 2010/11

This consultation detailed how we proposed to assess the quality of:

  • councils and primary care trusts (PCTs) as commissioners.
  • NHS trusts and PCTs as care providers.
  • adult social care organisations as care providers.

It also outlined our plans for how we would report our findings and the special reviews we proposed to carry out in 2010/11 and beyond.

Equality and human rights scheme

This consultation set out how we proposed to integrate equalities and human rights in what we do. We asked for feedback specifically on:

  • our overall approach to embedding equalities and human rights.
  • our human rights-based approach.
  • our priorities for action.
  • our action plans.

This consultation closed 25 February 2010.

Interim NHS registration fees

This consultation set out our proposals for an interim scheme of fees for NHS providers, while the registration system was being phased in during 2010/11.

For this NHS Trust fees proposal, we asked for feedback specifically on:

  • our overall approach to regulatory fees.
  • our fee model – how fees are calculated to take account of the different sizes and types of care providers.
  • the amount of each fee.
