CQC takes action to protect the residents of Oxford Grange Care Home

The Care Quality Commission (CQC) has taken action to protect people who were living at Oxford Grange Care Home in Dewsbury, West Yorkshire.

During an unannounced inspection in May 2015, CQC inspectors found that the provider, Northfields Care Homes Limited, was failing to provide care which was safe, effective, caring, responsive or well led. Overall, Oxford Grange has been rated as Inadequate.

Since the CQC’s inspection in May 2015, all the people who had been living at Oxford Grange Care Home have moved to alternative accommodation and the home is now empty.

CQC has now taken further action to remove Oxford Grange from the registration of Northfields Care Homes Limited. This means that the company can no longer operate from that location.

The inspection in May identified a number of concerns, including:

• Inspectors found that people’s safety, health and welfare were put at risk because there were not enough suitable staff on duty at all times.
• Care and treatment was not planned and delivered in a way that ensured people's individual needs were fully met.
• People were not protected from abuse and avoidable harm because staff lacked knowledge on how to identify or respond to the risk of abuse.
• Appropriate standards of cleanliness and hygiene were not consistently maintained.
• Staff were not provided with sufficient training and people living at the home were put at risk from the use of unsafe moving and handling practices.
• Inspectors found that people living in the home were not kept safe due to poor medicines management.
• People’s privacy was not always respected, and restrictions were placed on people which did not take into account individual capacity.
• The provider did not have an effective system in place to regularly assess and monitor the quality of service that people received.

Debbie Westhead, Deputy Chief Inspector of Adult Social Care for CQC, North Region said:

“People are entitled to services which provide safe, effective, compassionate and high quality care and Northfields Care Limited has failed the residents of Oxford Grange.

"We found many concerns around people's care and welfare generally and people living at the home were at risk of receiving inappropriate or unsafe care. It is clear that the provider, Northfields Care Homes Limited, did not have a system to monitor the quality of the service and take the required action. For this reason we had no option but to remove the location from their registration.”

"Since these concerns were first raised, we have been working closely with Kirklees Council and North Kirklees Clinical Commissioning Group who have overseen the safe relocation of all residents to alternative accommodation. The home is no longer operating."
