CQC takes action to cancel Yorkshire care home owner’s registration

The Care Quality Commission (CQC) has taken action to cancel the registration of a care home provider in Yorkshire to protect the safety and welfare of people in its care.

CQC’s decision to cancel Mr Atique Rehman’s registration means that he can no longer legally operate a care service at Royd Hill Nursing Home in Keighley, Yorkshire.

Inspectors visited the home in February 2015 and found that Mr Rehman had failed to ensure that people living at the home were safe and properly cared for. Serious concerns were identified in relation to health and safety procedures, poor care practices, and a lack of staff training.

A review of care records showed that people had not been involved in planning their care. Not all care plans and associated records were up to date and some did not reflect the current care needs of people living at the home.

Inspectors found multiple examples of inadequate cleaning and poor standards of maintenance. For example, chairs, walls, and carpets were stained and marked and there was a strong unpleasant smell of urine, particularly in the communal lounge area and the ground floor corridor.

People’s nutritional needs were not always being met and people were not being provided with adequate fluids to prevent them becoming dehydrated. Inspectors were extremely concerned that where people had lost weight little or no action had been taken to address this.

Visiting inspectors were not satisfied care standards were being met and found people with more complex nursing care needs were at immediate risk of receiving unsafe and inappropriate care. As a result CQC took urgent action to prevent the provider from carrying out nursing care at the home and residents were moved to alternative services.

On 13 April 2015, CQC served a Notice of Decision under the Health and Social Care Act 2008 to remove Royd Hill Nursing Home from the providers' registration. Mr Rehman is no longer registered to operate a care home at that location.

CQC has worked closely with North Yorkshire Country Council and local commissioners to ensure the safety and welfare of the people living at the home and the safe relocation of all residents to alternative accommodation. The building is now empty.

Debbie Westhead, Deputy Chief Inspector of Adult Social Care at CQC, said:

“People are entitled to services which provide safe, effective, compassionate and high quality care and Mr Rehman has failed the residents of Royd Hill Nursing Home.

“The provider was placing people at significant risk of receiving inappropriate or unsafe care and made no attempt to address the issues we identified. For this reason we had no option but to cancel the registration.”
